BAILEY, DIRECTOR OF ASSESSING
The regular meeting was called to order by Vice Chairman
Greig at : oo p.m.
MINUTES OF THE MEETINGS
Minutes of The Meeting of March 8 , 1994
Vice chairman Porter referred to Page 1 , Last Paragraph of
Abatement Application - Map 77 , Multiple Lots . He stated that it
was his intent to point out that Mr. cuming would be better able
to develop the subject lots if each lot value was abated, _perhaps
by $10 , 0.00 ( instead of the wording in The Minutes "if the
purchase price is reduced, perhaps by $10 , 000" ) ,
Vice Chairman Porter preferred to Page 2 , Abatement
I Application - Map 43 , Parcel 4 - Property of Heirs of Mercy Lowe,
He initiated lengthy discussion. Mr, Porter asked David Bailey
if he had a chance to check on some particular information at The
Registry of Deeds and if there is a record of tax payments on the
subject property prior to 1991 . Mr. Bailey informed that all he
needed was some reference that Baxter & Nye does have an interest
in the property, and he did obtain a copy of the deed. Lengthy
discussion followed. Mr. Bailey pointed out that Baxter & Nye is
collecting deeds from various heirs of Mercy Lowe.
Upon question from Vice chairman Porter, Robert DeLory
informed that Baxter & Nye is the sane surveying company that
carved out a 14 afire parcel on Mshpee Neck Road some years ago -
this parcel was deeded to The Town, with no tax payments for two
years . The property was ;dater subdivided and developed into
house lots . Discussion followed.
David Bailey explained that Baxter & Nye had the perfect
opportunity to find out the relatives of Mercy Lowe, because It
had done all of the research; when the company had collected
deeds for a certain amount of properties , it would petition The
Court to release these properties for bid. Because the title
work was so costly, no one would bid; therefore, Baxter & Nye
was able to obtain the properties for a ver low rice - the
p p
properties were not assessed by The Town, Robert DeLory
verified Mr. Bailey ' s statements ; he commented that the
properties should have been assessed. More discussion followed.
