BAILEY, DIRECTOR OF ASSESSING <br /> The regular meeting was called to order by Chairman DeL ry <br /> t 6 : 00 pemv r <br /> t <br /> MINUTES OF THEMEETINGS: <br /> There were no Minutes of Meetings presented for discussion <br /> and approval . <br /> D <br /> Chairman DeLory announced that the Minutes 05f the Meeting of <br /> July 10 , 1995 , were approved by a majority vote of The Board <br /> during the Board Meeting of July 24 , 1995. <br /> NEW BUSINESS : <br /> Hearing on A ea l for Blind Exern tion - 37A <br /> map 106 , Parcel 8 Owner William Irwin Present <br /> t <br /> Mr . Irwin stated °that when he lived In Boston, he was <br /> required to file application for the blind exemption only once; <br /> thereafter, the exemption was automatically granted annually <br /> unless there was an improvement in vision. He checked with the <br /> State House and was informed that local city and town governments <br /> rake the decisions . He asked why Maskipee requires a blind person <br /> to file an application annually for the blind exemption, <br /> Mr , Irwin also asked how the Division of The Blind, from <br /> whore Mashpee requests a certificate of blindness, each year, would <br /> know if an applicant is legally blind. David Bailer asked what <br /> Mr. Irwin has to do when he contacts the Division of The Blind to <br /> get the certificate . Mr . Irwin informed that a phone request i <br /> all that is necessary. He expressed opinion that ashpee ' s <br /> requirements four the exemptiqn,. are absurd because a great deal <br /> of time, postage, and work effort are entailed. <br /> David Bailey informed that one reason Mashpee requires an <br /> applicant to file n application for the exemption every year is <br /> that the applicant may have moved or died. The applicant must be <br /> a resident of the Town as of July 1 and swear to it under oath <br />
