TOWN OF MASHPEE <br /> Board of Assessors meeting <br /> Date: Friday, July 19, 2002 <br /> Time: 2:00 Pell <br /> Place: Board of Assessors Office <br /> Attendees: <br /> Marcia King, chairperson <br /> Les Greig, Vice chairman <br /> Dave Bailey, Director of Assessing <br /> Chairperson Marcia King oiled the meeting to order at 2:00 PM. Les Greig moved that the <br /> ,minutes from the 4123/02 meeting be approved as submitted. Marcia King seconded the motion. <br /> The Board unanimously approved the ,motion. <br /> ATB cases <br /> Dare Bailey discussed ATB cases. Several are scheduled for last week of August. The Stop and <br /> Shop dropped their case, after long discussions. New Beabury still has a week to go to get in <br /> their application. The Mashpee Village subsidized housing project is the biggest concern} <br /> because of the variance of several million dollars of their appraisal value from the Board of <br /> Assessors appraisal. <br /> Discussion of Applicants for the Vacant seat on the Board of Assessors. Les Greig stated <br /> that in view of his phone call from Marcia King last June, he assumed that the primary purpose of <br /> today's meeting was to review the three applications received from individuals who are interested <br /> in the vacant seat on the Board of Assessors, and to select the candidate the Board of Assessors <br /> would like to recommend to the Board of Selectmen. <br /> Three applications for the vacancy on the Board of Assessors have been received. They are: <br /> John Lynch, Heather Moyes, and Barbara Brink. Deadline for application submissions was <br /> 7/12/02. <br /> Las Greig asked Marcia King which applicant she was supporting. Marcia King stated her <br /> support for John Lynch. she knows hire personally; he has been in town a long time and knows a <br /> lot of people; he has been involved In a lot of community efforts; he was previously employed by <br /> Verizon. Marcia felt that John would be an asset to the Board. Les asked whether she <br /> considered him to be the most qualified candidate. Marcia expressed the Griew that an assessor <br /> does not need to be qualified; that is why we hire Dave Bailey. <br /> Les Greig stated his support for Heather Noyes because she is the most qualified of the three <br /> candidates. Heather has taken all the MAA courses, is a licensed real estate appraiser and while <br /> working in the sandwich Assessors office for 3 years became a member of the Massachusetts <br /> Association of Assessing Officers. she has appraisal information experience, is familiar with cost <br /> approach, sales approach, and assessment office administration procedures. <br /> Dave Bailey commented that he has known Heather Noyes for many years, knows her to be well <br /> qualified and is sure she would be a great person for the job. He does not know Barbara Brink, <br /> and has never met John Lynch. Dave added that whoever is appointed, regardless of <br /> qualifications, if they are conscientious and diligent in efforts to core up to speed, then there <br /> should be no problem. <br /> Barbara Brink is a licensed broker-salesman now affiliated with Jack Conway real estate office in <br /> lahpee. she is not known personally to anyone on the Board of Assessors, and has not been <br /> in Much with anyone regarding her application. <br />
