TOWN OF M <br /> BOARD OF ASSESSORS <br /> Minutes of the Meeting of Wednesday, M 26, 2004 <br /> Board Attendees: Other Attendees: <br /> Les trig, Chairman David Tately} Assessors office <br /> Heather Toys, Clerk Ardelle Felly, Assessors office <br /> Janet flacon, Paul lapinos Associates Consultant <br /> i <br /> Chairman Les Grieg called the meeting to order at :o PM- <br /> REVIEW of MINUTES <br /> The Board unanimously approved the minutes from the meeting held on Friday, April 23, 2004. <br /> VEHICLE EXCISE TALC ABATEMENT REQUEST <br /> Dare Tatelr reported the receipt of an excise tax abatement application from Julie Assn <br /> Pawlusiak, for the tax on her Mercedes Benz, which is 22 years old. she feels that because the <br /> excise tax charged on the vehicle each year is more than the book value of the car, it is in excess <br /> of w hat she should have to pay. The Board decided unanimously that, because excise tax on <br /> vehicles is not based on the actual value of a vehicle, the abatement application should be <br /> denied. <br /> REPORT old JS:�-ONWXL PROPERTY REVALUATION —JANET VACol . <br /> Dave Tately introduced Janet flacon, a consultant from Paul Kapinos Associates, who is <br /> overseeing the personal property revaluation for the Town of Mashpee. The revaluation process <br /> is comprised of conducting statistical analysis based on sales, modeling the sales and applying <br /> that model to the general population. Median assessment of the single families was .667. We <br /> are looking for a median assessment of .97. This indicates a re al increase of %. Average <br /> deviation was 8. The State wants to see residuals by neighborhoods. Mashpee currently has <br /> over 30 neighborhoods. ,Janet stated that she needs to do a time adjustment curve. Looking at <br /> I land sales, the biggest increase is going to be in land. There will be some adjustments to <br /> building, but not as significant as in land. <br /> ,Janet stated that she would make herself available to report to the Burd of Assessors <br /> ASHPEE DOCK VALUATION <br /> In a letter addressed to Heather Noyes from G org locarno, owner of a dock in Mashpee, the <br /> request was made for information regarding how docks will be assessed in the future. Perry Alis <br /> has agreed to accompany Ardelle felly to survey all saltwater docks in Mashpee. The Town is in <br /> the process of reviewing the process of revaluation of docks. The issue will be addressed after a <br /> new Director of Assessing for the Town of Mash pee is appointed. A letter to this effect gill b <br /> sent to George Locarno from the Mashpee Assessors office. <br /> Ardelle reported on the Marshall & Swift costs for salt-water docks with pilings. The average cost <br /> is $45 per square foot for decking. (see Attachment A for details). <br /> NEIN BUSI Ess <br /> Dave Tatelr announced his resignation from his position at the Mashpee Assessors office, <br /> effective,June 11, 2004. He has accepted a position as Principal Assessor for the Town of <br /> Brewster. <br /> 1 <br />
