Capital Improvement Committee <br /> Minutes <br /> Tuesday,January 26, 1999-3:00 PM <br /> The Capital Improvement Committee held a meeting on Tuesday,January 26, 1999 at 3:00 PM at the <br /> Mashpee Town Mail. Board members present were: Robert Whritenour,Chairman,George Baker,Debbie <br /> mi,Helene Defoe, Gus Frederick, Jim Long,David Bailey, William Pr ybyleck. Diane l ommelnneyer <br /> and Joyce Mason were absent. <br /> The meeting was called to order by R. Whritenour. <br /> Filing of previous minutes was discussed. G. Baler will bring minutes from 1112; 1 19 with him to the <br /> next scheduled meeting. At that time, sid minutes will be approved and filed as official records. <br /> PUBLIC WQRKS <br /> G. Taylor presented his report on CIP plans for the DPW. Mr. Taylor reviewed a program put together in <br /> 1991 stating that at that time the equipment was in need of repair&replacement. The program allowed for <br /> a 7 year turnover of equipment. Mr.Taylor said that since 1991, only one individual has been added to the <br /> department,noting that quality equipment enhances productivity. Nir.Taylor shared on overview of the <br /> proposed equipment purchases for the future and distributed a detailed budget to each member. Mr. Taylor <br /> discussed the condition of the DPW building noting the masonry needs repair and painting. As a future <br /> project, Mr. Taylor talked about the necessity an unheated enclosed building in which to store equipment. <br /> Mr. Whritenour opened discussion regarding receipts from the rental of town equipment,suggesting future <br /> receipts be put in an account which could be used to fiord the purchase of equipment. Mr. Taylor- <br /> concurred. <br /> FfFC-TIONS <br /> D. Darni presented her plans for redistricting the town once the census is completed in April of 2001. It is <br /> estimated that the redistricting of the various towns in the Commonwealth will be completed by October <br /> 200 1. Ibis. l ami projected redistricting the Town to 8 precincts which will hopefully save the town from <br /> having to redistrict again. It is possible the town will be allowed to redistrict into only 6 precincts. <br /> Currently,voting is permitted in one location where there are 5 precincts or less. Other locations, such as <br /> the senior center and(future)water district were discussed as possible voting locations in year to come. <br /> Ms. Dami stated the town will need 4 more voting machines after redistricting. The technological life <br /> expectancy of these machines would be 20 years. Security measures would have to be detennined before <br /> hand in order to prevent tampering or theft of the cartridges used to record the votes. Nis. Darni recalled <br /> that the Town of Sandwich uses the sane type of voting equipment,which could be beneficial in an <br /> emergency. <br /> SBBT11rN <br /> R. Whritenour presented the following topics: <br /> Cablevision: Provisions for recording and televising town meetings through local cable TV; <br /> Laser Fiche: Hing a service to initially scan and store alder documents and then to assist in <br /> implementing future storage by town employees through electronic media; <br /> Basement renovations: To complete the renovations required to bring the basement to code as a <br /> storage facility. <br /> G.
