Capital Improvement Committee <br /> Minutes <br /> Tuesday,February 2, 1999- :00 P.M' <br /> The Capital Improvement Committee held a meeting on Tuesday, February 2, .1999 at :00 PM at the <br /> M'ashpee Town Hall. Board members present were: Robert whriten ur,Chairman,George Baker,Debbie <br /> l ar i,Helene Defoe, 11rl.ike I urnin, J'u'n Lung, . acrid:Bailey, William Pr ybyleck,Greg Taylor,Bane <br /> ommelmeyer,Joyce Mason. Gus Frederick and Joe Cusak were absent. <br /> The meeting was called to order by R. Whritenour. <br /> Minutes of,the previous meeting were read and accepted. <br /> MNSERVATION <br /> Robert Sherman of the Conservation Commission was not able to make a presentation to the Board. R. <br /> whritenour did so at a previous meeting,and in review stated the Conservation Commission requested <br /> funds be made available for a motor vehicle for the department, <br /> CQUNCIL IN II x <br /> J. Long presented a report for the Council on Aging. The Council requests$17,500.00 in order to fund a <br /> space creeds feasibility study. The current facility's 5,000 square feet is cramped with only about %of <br /> that space being used functionally. The remaining space is divided up by offices,stairwells and lifts. Mr. <br /> Long had highlighted a senior facility in Middleboro which he believes uses its space very effectively for a <br /> similar size senior population as that of the Town of Mashpee. He would like the Burd to fund a space <br /> needs study to help draft a plan which would make Mashpee's facility architecturally efficient. G. Baker <br /> suggested perhaps it would be wise to plan a building which would serve as a multi-use facility. R. <br /> Whritenour concurred but cautioned that it would be some time before the Town was ready to start such a <br /> plan and would like to avoid setting an unrealistic schedule for this project. Chief Baker suggested bringing <br /> in a consultant to look at urge issues such as this. Mr. whrltenour suggested we have solid experience Dere <br /> in town. G. Taylor added that caution needs to be used when calling on outside consultants about what is <br /> good for the Town. He also suggested certain issues could be supported by other funds,rather than a CIP. <br /> Government giants were discussed as a way to offset costs. A poll was taken among the Burd,and <br /> excepting Mr.Long,all agreed this matter would be tabled until 2001. <br /> JHER BUSRI FM <br /> The spreadsheets were reviewed and items prioritized. R. whritenour will edit and present there next week, <br /> with recommendations. <br /> . <br /> D.Bailey suggested considering the following for discussion next week: If there are overrides that are <br /> being contemplated,lated,maybe an override should be contemplated that specifies the capital budget as a way of <br /> educating the community and adding weight to theCommittee's activities. <br /> J.Long moved to adjourn.
