ASHPEE CONSERVATION COMMISSION <br /> MINUTES OF APRIL 26 1990 <br /> Commissioners present: V, Louise Behrman, Duncan York, Richard Halpern, <br /> Harry Desrosiers, Patrick Coffey. <br /> Robert Sherman, Conservation Agent, was present also, <br /> The meeting was called to order at 7:05 p.m. by Vice Chairman Louise Behrr an. <br /> :00 Peninsula Council-Fells Pond Village, hearing continued from April 5 to <br /> allow the Agent to meet on-site with members of the Village committee to agree <br /> on site to be mown. Five members of the commission have viewed the site also. <br /> 1r. Sherman advised D.E.P. was asked for an opinion and in areas such as this, <br /> it was their feeling that it should be allowed to come back naturally. He <br /> stated there should be a compromise. It is not an Isolated Lard Subject To <br /> Flooding. The ditches do connect with another system and did, at one time, <br /> connect with the bog. <br /> Asked how he would determine the areas to be left unmown, Mr, Sherman stated it <br /> could be on the basis of the parts that are higher and drier* which are more prone <br /> to fine or to arbitrarily designate certain areas to come back. The periphery <br /> of the bog is higher and drier which would create a fire re break and let wetter <br /> areas succeed to natural vegetation. The maps were reviewed. <br /> Mr. Besse asked if they could cloan the ditches and Mr, York stated he would be <br /> concerned with keeping the ditches open to allow equipment to get in there and <br /> this should be done. Ms Beh rman stated this would be in the order of Conditions . <br /> `that the ditches be cleaned. <br /> Mr. Besse stated he did not care for the center going wild and suggested if the <br /> Commission would be happy w1th the line as marked on the map,, he would be. <br /> Concerning blockage in the ditch, Ms Behrman stated the pipe for the culvert should <br /> be replaced with something larger for circulation. <br /> Mr. Coffey stated the river boundary on the cut or no cut makes sense. If the <br /> low end is to survive in perpetuity, there should be monumenting or corner posts <br /> to alert the tractor. Mr, Bessee agreed the ditch should be the borderline. <br /> Concerning a mosquito problem, Ms Beh rmn suggested they put in a Purple Martin <br /> house. <br /> It was noted New Seabury gave permission for the filing and the order of Conditions <br /> must be attached to the New Beabury deed. It was asked that the receipt for the <br /> recording be returned to the Commission. <br /> Mr. Coffey asked if it would be satisfactory if in the Order ofConditions it is <br /> _stipulated ditch digging; the culvert be put under the access ramp; one side of the <br /> ditch mowecl and the other side allowed to succeed. fir. Besse stated he would go <br /> along with this. Mr, Coffey stated it would solve some of the mosquitoe problem <br /> with improved ditch flow and- also would aid the fire break problem. <br />
