Y
EASHP E CONSERVATION C MMISS 1
Meeting of August 28, 1986
MEMBERS PRESENT: V.- Louise Behrma,n , Stephen VanTol , Gertrude Ferriday,
March duPont and Carol Jacobson. Also present was
John Va r o n da.
ABSENT: Mary Brown and Elliot Rosenbert.
The meeting was called to order~ at 7:30 p.m.
Town of Mashpee, Graham Geise-Agent. To amend the order of conditionsfor the
Roppone set dredging project to include an increase in the amount of material
dredged. The Pro,-e t involves dredging and filling at the mouth of Popponesset
Bay. Three interests involve the flushing of the bay to improve water quality,
to increase channel depth t 'improve -navi gat i on and the nourishment of Popp-
onesset Beach, a, barrier beach, which has been deprived of sand due to groins ,
as shown on the locus.
In the original Notice of Intent the volume to be dredged was 12 ,,000 cubic
,yards. Since that time it was determined in a survey that the volume - taken
out and needed. to properly nourish the barrier beach is more. Plans presented
were revised as of 6/25/86 with one new sheet, #4, which shoves the revised fill
area. An amended Order of Conditions for 21 ,600 -cubic yards is being requested.
The area of dredging on the original plan i s not being expanded and one area
mostly in the town of Barnstable will not be dredged.
Question was raised re the Audubon concerns with Great Thatch Island to which
Mr. Geise stated the present plan was designed with their input and they are
satisfied.,
Carol Jacobson advised the Waterways Committee is concerned that when Dr.
Aubrey originally did the study for the town in 1978 the statement was rade
that it would not do much good to dredge behind the spit and Waterways was
concerned this would hasten the demise of the spit. Most important is the
F - area in Barnstable and the areas to be done would not flush out the Bay.
Mr., Geise produced an aerial photograph and stated channel navigation will
be improved. He reoorended the town pursue having the other channel dredged
and stated the work being done now would not preclude this being done at a
later date.
Anthony Fi orenti ni advised the Waterways Committee is proceeding on the area
in Barnstable and requested Conservation approval on the entire dredgingpro-
ject in order that it would not have to be amended later. Ms Be rman advised
the Commission could only permit within lashee's boundaries. She stated a
letter could be sent to DEQE to state that the commission perceives no adverse
impact due to this dredging.
TAKEN UNDER ADVISEMENT.
1T.
Charles N renberg- i l l i a Warwick Assoc. -Agent, Chris Clark presenting. A
continuation of a hearing to construct and maintain a four bedroom dwelling
with related deck, swimming pool and wall at Lot 626 Triton Way, Mr. Clark
stated they are proposing to eliminate the encroachment and thus the letter
