AD-HOC COMMITTEE ON PLUMES IMPACTING MAS HP l:a <br /> MINUTES JANUARY 81 1998 <br /> Grecs Taylor, Chairman, called the ineeting to order at 8: 40 a*m. <br /> in conference Room #3 at Ma shpee Town Hall. <br /> Present; Greg Taylor , Bob Whritenour , Nancy caffyn, Dave Rich, <br /> Elias McQuade , Bob Sherman. <br /> Absent: Bob cram, Elliot Rosenberg <br /> The Minutes of December 4 , 1997 were approved as presented. <br /> Greg T. reported on the proposed plan by the AFCEE for the six <br /> areas of contamination on the Mass . Military Reservation. 'there <br /> are 13 releases from 6 different areas . Mr. Taylor distributed <br /> a handout from the Knee t in he attended last night which he feels <br /> is generic and not informative. They extended the public comment <br /> to January 15th. A new and revised piece that has snore <br /> elaboration and detail on some of the VOC' s and PCB' s will be <br /> copied for the committee. The RI (remedial investigation) is <br /> at the Mashpee ,library. <br /> Greg T, stated that the asphalt batchi.ng is a cold mix, and <br /> they are dil'ui tincj the materials with -sas.phalt. Greg T. is <br /> not in agreement with their using it around the base. He will <br /> follow this up with a letter stating it should be in an enclosed , <br /> secured area , preferably over LF-1 with het mix over it , with <br /> Monitoring wells in place nearby . They should not feel secure <br /> that the asphalt will not break up even though DEF says it is <br /> relatively stable. They are looking to recycle 30 ,000 tons <br /> or 24 ,000 yds. of material. <br /> Fancy C. noted this is where the plume began. Elias McQ. asked <br /> can' t they create a. new landfill area.. Greg T. stated yes and <br /> that would be a good comment. The emal s ion does not .incapsulate, <br /> and it does not ifiae sense to spread it around the base. <br /> GreLj T. stated they now have the compounds listed. <br /> Nancy C. distributed comments from Foothill- Eng ineerincj on the <br /> Ashumet Fond and John' s Fond Underflow study. She recommended <br /> adding a cover letter with additional comments from this RieetinL <br /> and distribute them to the Selectmen. Bob W. will facilitate <br /> this . Elias McQ. will prepare his comment to add to this packet. <br /> Bob S. will drepare a comment concerning the outfall dipe going <br /> into the wetlands , <br /> Greg T. will respond in writing to the six areas before the <br /> deadline date of January 15th. The most contentious point is <br /> what do they do with the recycled material and where do they <br /> ut it, could they effect future areas of contribution <br />
