HAS HP E CONSERVATION COMMISSION <br /> Minutes of April 7, 1994 <br /> Commissioners Present.: Harry Desrosiers Susana Lannik, Frank Homeyer , <br /> John Johansen, Richard Rhodes , John Fitzsimmons . <br /> Robert Lopez, candidate for membership, was present also. <br /> .e Chairman called the meeting to order at 6:55 p.m. and appointed John Fitzsimmons <br /> and Richard Rhodes voting members. <br /> PUMIC CCHERU PERIOD: <br /> Bennett Gordon and Dick Demas came forward representing the Peninsula Council. <br /> Also present and introduced by Mr. Gordon were Frank Fantasia, Bob Gent of Lawrence <br /> Lynch, Reggie Higgins, and. Michael Grotke, their engineer. <br /> They have attempted to resolve their major road problems; the town will give no <br /> help. This is a comity effort to get their two main roads paved, wading Place <br /> Road. and Rock Landing don to the market place. They also plan to do down to the <br /> entrance on Great Neck Road. To do this they are going to assess all members and <br /> now have a commitment from those members for $1511,' oo, plus a maintenance ktty, <br /> Work must start promptly as the roads have become potholes and if not done within <br /> the next few weeks, they are afraid their finding may dissolve. Also, paving <br /> cannot be done in the sum-ertime dine to the traffic density. <br /> They are asking the Commission to allow thea to page these two roads, most is <br /> overlay, some rebuilding. The greatest concern is on wading Place with the isolated <br /> vernal pool. There will be no ne atIve impact on the environment. on the side of <br /> the road leading back to Great Neck, they plan to pint in just overlay which will <br /> be 11 feet wide. He showed photographs 1, 2 and . He had placed a 2 x 4 on the <br /> ground and the thickness of that, 1-1/2 inches, is the thickness of the overlay. <br /> All they have to do is light sweeping, They are not going out of the roadway or <br /> into the berms. They will come back with formal filings and do everything prop- <br /> erly. They are asking the Commission to allow them to overlay this area but <br /> knowing they are not going to go into the wetland or even into the berms. <br /> Looking at position 2, which is closer to Great Neck Road, they propose to overlay <br /> to the outer edge of the 2 x 4 and do nothing else until all of the formal filings <br /> are completed in the area of the vernal. pool. <br /> The third. area is up further, nearer to where the incline begins and there is <br /> in excess of 11 feet there now; runoff would be minimal. <br /> The problem is time; they would like to get Lawrence Lynch working on the road <br /> immediately. They will come in with the formal filing for the drainage work and <br /> will not do the work until the Commission is satisfied and theTOI is approved. <br /> They are asking permission to proceed with the paving of these two roads but not <br /> for any of the sensitive drainage work. <br /> Mr. Iesrosiers asked if the water at, present is held on the existing surface and <br /> only runs off at several places Two places. That means there is a slight dirt <br /> berm at the sides of the road? Mr. Gordon s'tated there is a major dirt berm of <br /> several inches to a foot in height throughout the rest of the area. The berm 1s <br /> man--made, mainly due to all. the leaves that obave accumulated over .t ie years plus <br /> the sand from sanding, <br /> 1 <br />
