MASHPEE CONSERVATION COMMISSION
Minutes of 6 August 1998
Commissioners present: John Fitzsimmons, Ralph Shaw, John Johansen,
George Grein Jr., Greg Wirsen, Tad WoUenhaupt
The Chair called the meeting to order at 6:55 with a quorum present.
6:56 PUBLIC COMMENT PERIOD: Buddy Warrick was present with
Donald Schall, his consultant, concerning his violation at his home an Little
Neck Bay. He hired someone to cut some trees, some dead, some dose to the
house. He owes the Commission an apology as more trees were cut than he
anticipated. He hired Mr. Schall. He also spoke to several landscape
architects. He is at the position where he got several estimates but they were
very heavy. In consulting with Mr. Schall, the growth has come back very
.strong. He would like Mr. Schall to give his professio=4 input for discussion.
Mr. Schall, a biolo, gist with ENSR Consulting & Engineering, stated he was
first on the, site in mid-May. He displayed photos that were taken. He has
developed a plan acceptable to the Commission.
Mr. Fitzsimmons asked if there are any photos before the incident? Mr.
Schall stated no, he cannot speak to that. He showed pictures of his first day
on the site. Trees had been cut, stumps were 2-3 feet above ground. He
suggested to allow the Oaks to resprout and regrow. The new growth that
has regenerated is approximately 24 to 30 inches high that has come back.
He knows what will happen with vegetation that grows in, unless there is a
heavy maintenance program, cutting out a lot of growth seen in these latex
pictures. It is now at the middy of his chest, vegetation that has came back.
He would request that the work that goes forward be done. He wants to be
sure, and this was one of the Commission's concerns, that the cat briar, bull
briar and poison ivy are under control before the vegetation grows in because
if they are not under control, this will not be a successful project. He does
know that the regeneration of the oaks, 2-1/2 feet in height now, are going to
be closer to 5-6 feet by the end of next season, probably to the 7, 8, or 9 foot
height by the third growing season. In the course of that time, that is very
comparable to what you would get an a 1 inch oak that was planted. What is
there is coming back heavily. His recommendation has been to Mr. Warrick
that he..,,.,,..3&. Warrick displayed photos taken lash week. Mx. Scholl
continued, it can be seen from the first one what it was like and what it has
become, granted it is not trees. His recommendation is that to continue with
the planting of the cedars which were proposed for the outer perimeter
because those are species that once they are in, they are slow-growing to
begin with. They can be set in place, but a5 they go forward with the rest of
i
