:. <br /> BOARD OF SELECTMEN <br /> ADMINISTRATIVE i EETIN <br /> February 14i 1984 at 9 : 00 a.m. <br /> PRESENT : Chairman Chester A. Garland, Selectmen Willard L. Hanson and <br /> Richard L. Terry, Executive Seototory' Joseph F. Murphy. <br /> Board met to discuss the Natural resources officer' s proposal. This involved <br /> discussion on a dog officer, harbormaster, shellfish officer and an all <br /> around officer. Someone who would be involved. in all resources of the town. <br /> Executive Secretary informed the Board that the Conservation Commission had <br /> requested to be advised if it was the Selectmen' s intent to fill the dog <br /> officer/natural resource officers position as they need monitoring of their <br /> projects. <br /> Selectmen Hanson questioned ned whether this person -would be biting more than <br /> that individual can. chew,, - if - that person is required to fill all the <br /> positions in the proposal. <br /> Executive Secretary explained that the individual would have to contract <br /> ore of the services and he 'could be considered an as i tant shellfish <br /> warden in order to have authority, He explained that the person hired <br /> iuld only oversee all the positions involved. <br /> airman Garland said that he like the idea, but to work out the thing i <br /> the problem. He said that details need to be worked out. Discussion <br /> continued on -the boats. lir. Murphy said than he would like to see one <br /> boat in wacuoit Bay and one in Popponesset Bay during the summer. Chat. <br /> Garland said there are a number of things that need to be addressed. <br /> Seleetm n Terry asked about Mr. Koblinsky and Mr. Courtemanche and what <br /> would happen to them. Nor. Murphy explained that they would have to be <br /> replaced. He said that Mr. 'Koblinsky recommends this. More discussion <br /> followed on complaints and petitions received about shellfish enforcement. <br /> Board asked if this was going to- be a full time jib. Mr. Murphy replied <br /> that it would be. Board recommends that a multi talented person -would have <br /> to be found. -Executive Secretary said that the person would have to have <br /> some understanding and life the outside. ' He also asked if the Board wanted <br /> to kill the position like in the past. Sel. Hanson asked if this was how . <br /> the other towns functioned-. Chairman Garland said that most towns incorpo- <br /> rate these positions.' Chin. Garland also stated that the efforts i the <br /> past have been less than successful. He said that problems ,get worse not <br /> better. <br /> Board discussed the cost and how this would not be a move toward economy <br /> but that it would pay for itself in the long run with the population to the <br /> own increasing all the time. <br /> 1. Terry said that he understand that the Executive Secretary is trying <br /> to centralize this position. He also stated that the person hired for the <br /> position would have to be a good communicator to deal with other departments, <br /> Sel. Hanson said that -the individual would have to have credentials. <br />
