Murphy <br /> and Town Counsel,' Joseph J. Reardon <br /> Guests: Mr. Kuusela, Mr. Cook, Monica McNally, Judy Howell, Arlene Hoxie, Ernie <br /> Virgilio, Vernon Thomas, Curtis Woodbury, Chester Kobl in ky, Kichael <br /> Shay, Dr. Nicholson, Robert O'Regan, Mary Duddy, Leo Truro, Peter Nose, <br /> Priscilla Ham, Martha muaughl in. <br /> Selectman Hanson convened the meeting at 7 p.m, <br /> Selectman Thomas moved to accept the minutes of February 27th regular meeting and <br /> executive session. Selectman Hanson seconded. All were in favor. <br /> Appointments & Hearin <br /> 7:00 -- Selectmen deferred the public hearing of Richard Kuusela for twenty minutes to <br /> allow ample time for the Shellfish Constable to arrive. <br /> 7:05 - Michael Shay had requested time with the Board to present results of accomplish <br /> meats since the last time he was before the-Board. <br /> Mr. Shay submitted 3 articles for the annual town meeting; 1 would authorize <br /> Selectmen to receive and use State and Federal money; 2 would obtain an <br /> easement over private property for disposal of material; and would <br /> imdennni fy the Commonwealth from any liability. <br /> Mr. Robl in s ky is in agreement and sees no problem with going for permits. <br /> However, he was bothered by half and half with Barnstable and .if they don't <br /> come through can the town pick up their share. As well as a question on <br /> whether the town would have to go out to bid for engineering where the 1 iM-10-t <br /> i 2500 before the town must seek bids. <br /> Mr. Murphy pointed out for professional consulting services the town does not <br /> have to go out for bid up to $4,000. <br /> Selectman Thomas moved to include these articles in the annual town meeting and <br /> further moved to authorize the application process. Selectman Hanson seconded. <br /> All were in favor. <br /> 25 Selectmen held a public hearing on the request of Richard Kuusela to float <br /> eight oyster -rafts is within his -grant area. <br /> Mr. Kuusela explained that he has been floating quahaug rafts for the past <br /> three years and would 1 i e to float oyster rafts this -year. The t ime frame <br /> would be May 1 to November. He also requested at this time for 60 rafts <br /> instead of 8 as the rafts are much smaller. <br /> Mr. Koblinsky read from Chapter 130, Section 68A and Chapter 130, Section 57 <br /> and felt there would be a definite problem with private rights. He. also feels <br /> the town should consider ending some of these grants as they come due For <br /> these reasons Mr. Roblin ky is not in favor of granting this permit. <br />
