Board of Selectmen <br /> Administrative Meeting <br /> Monday, January 12 , 1987 <br /> Board members present : Willard Manson, Chairman; . Jean Thomas <br /> Peter Lawrence . Executive Secretary, Joseph Murphy, was also present. <br /> The Chairman convened the meeting at 7: 00 P. Me <br /> le Logistical a ects of adding two Selectmen. In a. <br /> memorandum dated January 9. 1987, Mr. Murphy- Submitted a proposed <br /> list of options for the administrative arxr%angement for two addi- <br /> tional seclecmen and to consider inserting on the warrant funds to <br /> provide $868. 00. to pay the selectmen for seven weeks , It was decided <br /> that additional telephones would not be purchased at this time . Pending <br /> other ideas of the new selectmen, it was agreed that optoon #3 was the <br /> most fea.sIble with a regularly scheduled meeting date and time to be <br /> decided upon at a, later date . Mr. Murphy y was authorized to purchase <br /> or otherwise procure additional, necessary office furniture , <br /> 2. Proposed Special Town Meet In a memorandum dated <br /> January 9P 1987, the Executive Secretary proposed several matters to <br /> come before a, Special Town Meeting especially those articles necessary <br /> to deal with the proposed water district and water systems , Also of <br /> immediate import and outlined in the memorandum alum are : Z Because the <br /> tax bills are late , additional monies will have to be borrowed of l.' <br /> million dollars having interest of $35'r875, and because of an interim <br /> debt to pay the Federal share of the river land purchase , another <br /> $5,900. is needed; 2 transfer of funds to pay for water lines and <br /> ydr�a .tsfor -installation in the police/Fire complex, There i money <br /> in n existing acc punt for a new well which coul'abe transferred. <br /> Other matters listed in the memorandum for consideration at Special <br /> Town meeting were not discussed at this meeting. - Mr. Murphy stated <br /> that the Superintendent of Schools Yeas deferred action until possibly <br /> May, 1987 , on an article requesting $51,764, to offset a. deficit in the <br /> School budget, <br /> S e lectwiman Thomas moved to 'establish Larch 23, 1987 as a <br /> Special Town Meeting date . Mr. Lawrence seconded the motion which was <br /> unanimously carried <br /> water well at the Public works Building, Mr. Hanson stated <br /> that he has inspected the water quality 'Issuing from the well and which <br /> is currently being used for industrial purposes only, bottled water <br /> being utlili ed for personal uses . He concurred with repor=ts that the <br /> well water is unfit even for industrial uses . Making reference -to a <br /> memorandum from Chester Brown, Public Works Building Committee , Mr. <br /> urphr said that it would be advisable t install a -new well at this <br /> time f r. industrial - use . After discussion, Mrse, Thomas moved to put <br /> in a new well for industrial use by the DPW immediately,, Mr. Lawrence <br /> seconded the motion, The vote was unanimous . The Selectmen stipulated <br /> that existing apparatus will be used for this Project if at all possible , <br /> .s there was no further business to come before this <br /> administrative session, Selec woman Thomas moved to enter into Executive <br />
