Marie Stevenson, Gail Wilson, Lynne Waterman, JoAnn Nadeau, Katherine <br />Brown <br />Also Present: Elana Doyle, Louis Horner, Kim Landry-Affirmative Action Officer, John Cotton- <br />Selectman, Rodney Collins-Town Manager, Wayne Taylor-Assistant Town Manager, Deborah Dami- <br />Town Clerk <br />Absent: Winnie Johnson-Graham, Xavier Gonsalves (Non-Voting Member) <br /> <br />CALL TO ORDER <br />The meeting was called to order by Chairman Stevenson at 9:59 a.m. Introductions were made. <br /> <br />APPROVAL OF MINUTES May 8, 2018 <br />Ms. Wilson requested a change to the minutes on page 3, requesting that “Substance Abuse group” be <br />changed to “Mashpee Substance Use Task Force.” <br /> <br />MOTION: Ms. Waterman made a motion to approve the minutes as changed. Ms. Nadeau <br />seconded the motion. All voted unanimously. <br /> <br />APPOINTMENTS & HEARINGS <br />None at this time <br /> <br />COMMUNICATIONS & CORRESPONDENCE <br />None at this time <br /> <br />OLD BUSINESS <br />Actions by the Board of Selectmen-Chairman Stevenson reported that the Board of Selectmen <br />reviewed the Committee’s request to nominate new members Louis Horner and Elana Doyle and <br />appointed them as alternate members. At the suggestion of the Town Clerk, and so that all members <br />would have a chance to participate fully and vote at all meetings, the Committee would be requesting <br />that the Committee consist of nine full voting members. Selectman Cotton agreed fully. Chairman <br />Stevenson stated that the request to have Mr. Gonsalves serve as a voting student member of the <br />Committee was being considered further. The Chair noted that Mr. Gonsalves, as student <br />representative, would serve a two-year position, and the Committee wished for the position to allow <br />for voting. It was added that Mr. Gonsalves was recently selected “Youth of the Year.” Consideration <br />of the vision statement and title change was also put on hold. <br /> <br />Complete and Vote on Proposed Bylaws-Chairman Stevenson read an email from Mr. <br />Collins regarding the actions of the Board of Selectmen. Mr. Collins recommended that the <br />Committee submit a policy to be adopted by the Board of Selectmen, rather than a Town Bylaw. Mr. <br />Collins stated that the Affirmative Action Policy was initially enacted in 1995. Mr. Collins explained <br />the difference between a Town Bylaw, and changes requiring a Town Meeting vote, versus a Policy, <br />that would be adopted by the Board of Selectmen, with changes approved by the Board. When the <br />Affirmative Action Committee was initially adopted, a policy, still in effect, was adopted. Mr. Collins <br />stated that, if the Committee wished to be created by Town Meeting in October, the Board of <br /> <br />
