As part of our examination, we studied and evaluated the system <br /> of internal accounting control of the Town to the extent we considered <br /> necessary to evaluate the system as required by generally accepted auditing III <br /> standards and the standards for financial and compliance audits contained in <br /> the U.S. Accounting Office Standards for Audit of Governmental <br /> Organizations, Programs, Activities and Functions. For the purpose of this l <br /> report, we have classified the significant internal accounting controls in <br /> the following categories: balance sheet items consisted of cash and <br /> i <br /> investments, receivables, payables, accrued liabilities, debt, and fund <br /> r; <br /> equities-balances; accounting and treasury applications consisted of I ' <br /> billings and receivables, cash receipts and cash disbursements, purchasing <br /> ^rr? <br /> and receiving,g, payroll, property and equipment, general ledger, budgets and <br /> financial reporting. <br /> I <br /> Our study included all of the control categories listed above. However, <br /> we limited our study of controls over property and equipment to accounting I� <br /> k, for additions and disposals since it is the practice of many municipalities <br /> in the Commonwealth of Massachusetts not to maintain inventory cost records l <br /> Of their property and equipment. The purpose of our study and evaluation <br /> was to determine the nature, timing and extent of auditing procedures <br /> necessary for expressing an opinion on the Town's combined financial <br /> s <br /> tatements.
