He shows 6' below <br /> the SAS to the test and they didn't run into groundwater. <br /> Mr. Doherty stated that that was obviously not a problem. He offered Mr. Santos <br /> and Mr. Ball an opportunity to question Mr. McGrath. <br /> Mr. Ball stated that he had no comment. But, he didn't know if there was anyone <br /> from the public that might have a comment. <br /> Mr. Santos asked if it wasn't necessary to notify the abutters of the sideline <br /> variance. <br /> Mr. McGrath responded that the abutters have been notified with ten days before <br /> the BOH meeting. He had all the green cards in the file. <br /> Mr. Doherty stated that just for the record that is there anybody here that would <br /> like to address this tonight. There was no response from the audience. Mr. Doherty <br /> confirmed that all of the abutters have been notified by certified mail, return <br /> receipts, that was presented by the engineer. There is no one here. <br /> Mr. Ball has motioned to grant the 3.5' variance. Mr. Santos seconded the motion. <br /> Motion passed. <br /> DISCUSSION <br /> a. Landfill 2002 Budget Biddin¢ <br /> Mr. Harrington began by stating that on the 2002 budget, Mr. Santos had called <br /> and asked him if the BOH had searched for other bids regarding the monitoring <br /> end. <br /> Mr. Doherty asked if he had found any. <br /> Mr. Harrington stated that he had found evidence that Ms. Warden had previously <br /> sent out requests for bids to Green Seal Environmental. The only problem he had <br /> with their bid is that two of the line items gave an hourly rate instead of a lump <br /> sum. Wesson and Sampson had given a lump sum so that there was an end all to <br /> those line items. Mr. Harrington and Ms. Warden had spoken to Catherine Laurent <br /> the new assistant DPW contact. She said that the DPW had sent out four bids for <br /> their operation and maintenance of the transfer station. The BOH felt that it was <br /> poor planning and lack of communication on their part. The BOH would have liked <br /> to have done it all at once to get the same engineering firm to do both. They DPW <br /> have not received any bids back from the RFP that went out. Ms. Laurent will <br /> furnish the DPW with the names of the engineering firms. The BOH will send out <br /> their own RFP to the same engineering firms to get back coinciding bids for those <br /> services. The RFP will go out as soon as they get the addresses. This meeting just <br /> occurred yesterday afternoon. <br />
