TOWN OF MASHPEE
SENIOR CENTER BUILDING COMMITTEE
Minutes of the Meeting of 4126/02
Committee Attendees: Also Attending:
Iry Goldberg Jim Long, GOA
Marty Henry John Catlin, JCA
Art Weinstein Matt Mangus, JCA
Jean Noussee Robert Crowley, Abutter
Chairman Iry Goldberg called the meeting to order at 1:20 PM. Minutes from the 4/17/02 meeting and the
4/22/02 meeting were approved.
Iry inquired as to when the display boards would be available. Matt Mangus is preparing four sets of
schematic display boards, in color, and will deliver to the Senior Center on Monday afternoon in time for
the Selectmen's meeting at 6:30 PM. JCA will only be allowed 10 minutes of floor time at the meeting,
and may elect not to attend. Iry distributed copies of the Senior Center Funding Analysis(see Attachment
A for details).
John Catlin reviewed updates to the building plans since the last meeting(see Attachment B).
1.JCA would like to compact the building by about 15 to 20 feet in order to decrease the length of the
corridors inside, as well as to increase the buffer area between the building and the abutters' property
line. The current plan allows for a 100 ft. buffer area.
2. Arts &Crafts room: JCA suggested the installation of a sliding door on the wall next to the Great
Room. This would allow expansion of the Great Room when extra space was needed.
3. In place of handrails on the walls in the corridors, JCA suggested a wainscoting molding wide enough
that one could grab for balance, if necessary. Handrails give the connotation of a nursing home
environment.
4. Bathroom locations—moved across from the administration area, which places them approximately 30
feet from the Great Room.
JCA hopes to pick up on the Cape Cod/Nantucket village kind of look for the building exterior. All are in
agreement that low maintenance materials must be used for the exterior. John Catlin stated that the
current plan demonstrates the direction we are headed, but stressed that the plans are still a work in
progress.
Bob Crowley, representing his group of 75 abutter homeowners, voiced his concerns again about the
increased noise level that will result when 300 feet of tree cover is lost. According to his calculations,
when Rt. 151 becomes 4 lanes, it will translate into a 50°x6 increase in the noise level. Location of the
parking lot is also a concern because of the lights that will be an annoyance to the abutters at night.
John Catlin responded that the only way to stop sound is with a solid wall, or a building, not with tree
cover. The new building will help to deflect the sound from Rt. 151. Also, the side of the building facing
the abutters' property will have no activity. The front entrance faces north. Also, the lights in the parking
lot will have baffles, which will deflect the light away from the abutters' property. It was reiterated that the
committee is working hard to accommodate the abutters' concerns, having increased the buffer zone
already from the original 40 feet to what is now 100 to 120 feet. Bob Crowley's abutters association will
be meeting on May 15"'where he expects to present the Senior Center plans. Iry Goldberg agreed that
the committee will meet with Mr. Crowley before that meeting, to give him an up to date site plan.
