§3-9. Organization; Duties: The Finance Committee shall choose one(1)of its number as <br /> Chairman and likewise choose a Clerk. Said Committee may consider such questions <br /> with reference to the conduct of the Town affairs as it may deem advisable and may <br /> consult with any and all officers, boards and committees of the Town with reference <br /> to matters under its supervision; it shall review all articles, of whatever nature, in the <br /> Warrant for any Annual or Special Meeting called during its tenure of office and <br /> shall prepare a written report setting out its findings, conclusions, and <br /> recommendations including the reasons therefor, regarding said Warrant articles. <br /> The report of the Finance Committee for the spring session of the Annual Town <br /> Meeting shall include as an appendix the annual report of the vital outlay and <br /> planning committee setting forth a five-year capital outlay program for the <br /> information and guidance of the Town Meeting The Finance Committee shall <br /> conduct such public hearingsnd provide such reports and recommendations with <br /> respect to the proposed annual orating budget of the Town as may be required by <br /> the Charter or this Code The Finance Committee shall furthermore annually provide <br /> for an outside audit of the books and accounts of the Town to be made by a certified <br /> public accountant or a firm of certified public accountants, who have no personal <br /> interest direct or indirect in the fiscal affairs of the Town or any of its officers. [See <br /> Charter, Sections 2-11, 6-6 & 6-91. <br /> §3-10. Hearings;Expenditures: The Finance Committee shall hold such hearings as may <br /> be required by the Charter or this Code and may hold additional hearings if, in its <br /> judgment, it is expedient, but it shall expend no money unless authorized by the vote <br /> of the Town. <br /> §3-11. Authority to Inspect Records: The Finance Committee shall have authority at any <br /> time to examine and investigate the books, accounts and management of any <br /> department of the Town and of all officers thereof, and all official or departmental <br /> records shall be open to the inspection of the Committee or of any person authorized <br /> in writing to act for the Committee. <br /> §3-12. Reimbursement: The members of the Finance Committee shall serve without pay <br /> for their services, but they may be reimbursed for actual expenses incurred in the <br /> discharge of their duties hereunder, with the approval of the Board of Selectmen. <br /> §3-13. Vacancies: Vacancies occurring on the Finance Committee shall be filled by the <br /> appointing authority pursuant to the Charter. [See Charter Section 3-6(b)l. <br /> ARTICLE IV-- Council on Aging <br /> History: Adopted as Ch. 2, Article 2.7 of the 1980 Code. <br /> §3-14. Appointment; Purpose: The Board of Selectmen shall appoint a Council on Aging <br /> for the purpose of coordinating or carrying out programs designed to meet the <br /> problems of the aging in cooperation with programs of the Department of Elder <br /> Affairs established under Chapter 19A of the General Laws. <br /> 10 <br />
