The Committee may make such investigations and hold such hearings as it may <br /> i <br /> deem necessary but shall hold at least one (1)public hearing annually during the <br /> Committee's deliberations on capital projects, said hearing to be held following <br /> notice published in a newspaper of general circulation in the Town. <br /> §6-17. Effect of Program. Such Capital Improvement Program, after its adoption by Town <br /> Meeting action, shall permit the expenditure on projects included therein of sums <br /> from departmental budgets for surveys, engineering advice, options or appraisals <br /> which may be expended for projects listed thereon, but no such expenditure shall be <br /> incurred on projects which have not been so approved by Town Meeting action. Such <br /> expenditures may also be made as to projects approved by the Town through the <br /> appropriation of sums in the current or prior years and also for preliminary planning <br /> for projects to be undertaken more than five 5 years thence. <br /> §6-18. Copies of Annual Report. Copies of the Annual Report shall be published and <br /> distributed along with the Finance Committee Report. The Capital Improvement <br /> Program Committee shall deposit the original with the Town Clerk. <br /> §6-19. Vacancies. Wherever any vacancy shall occur on the Committee, it shall be filled by <br /> the appointing authority that appointed the member whose position had become <br /> vacant. Any person appointed to fill a vacancy on the Committee shall hold office for <br /> the unexpired term of the person whom he succeeds. <br /> §6-20. Organization. Committee members shall organize at the first meeting of the <br /> Committee following June 30 of each year and choose a Clerk. All members shall <br /> serve without compensation, although they may be reimbursed for expenses incurred <br /> in performance of duties, subject to Town Meeting appropriation. <br /> ARTICLE VIII-- Reversion of Appropriations to General Fund <br /> History: Adopted 5-3-1982 ATM, Article 22, approved by Attorney General on 9-7-1982. <br /> §6-21. Definitions. As used in this Article, the following words shall have the following <br /> meanings: <br /> GENERAL APPROPRIATION - Any appropriation made by Town Meeting that is <br /> not a specific appropriation within the meaning of this Article. <br /> f <br /> SPECIFIC APPROPRIATION - An appropriation made by Town Meeting that is <br /> described within the vote, making the appropriation as being "specific," and is <br /> otherwise a "specific appropriation" under the law. <br /> §6-22. General Appropriations. General appropriations made by the Town Meeting shall <br /> continue to revert to the general fund at the close of the fiscal year for which they are <br /> made, as provided by law. <br /> 33 <br />
