How will the Finance Committee respond to that, after reviewing <br /> very carefully the construction cost we will now try to bury $1 <br /> million? <br /> Deidre Greelish stated she can only speak for herself and she <br /> will recommend budgeting the assessed values. She would rather <br /> the town know up front the cost of the land. <br /> Mr. Griffin stated , if the town budgets the assessed values, then <br /> the attorney and jury will agree the assessed values are the true <br /> values of the land . We need to find a way to state it so it <br /> includes legal fees, etc. We must disguise the figure. <br /> Can the Committee increase the contingency for the construction <br /> budget? <br /> Mr. Benway stated the appraised or assessed value cannot be <br /> discussed on town meeting floor, it will prejudice the <br /> negotiations. <br /> When questions are asked , the Committee can say under the advise <br /> of town counsel , we cannot publish those figures . <br /> Mr. Franceschi stated the assessed value difference will re-open <br /> the issue of sites . There is a more significant difference in <br /> assessed values then appraised values. DRA' s report says there <br /> is not a significant difference between the two sites. <br /> Town Counsel told Mr . Griffin the Committee has to make their <br /> decisions based on the experts they hire. <br /> Mr. Dennis suggested getting a good eminent domain lawyer and do <br /> the best you can . 75% of the assessed values would not relate to <br /> the appraisals. You need to budget enough for a comfort level . <br /> He suggested budgeting $1 million and saying that figure is based <br /> on competent appraisals but town counsel has advised not <br /> revealing the appraisal figures. <br /> Tom asked who will be doing the negotiating? If it is an eminent <br /> domain attorney we need to get rates, an idea of the cost. <br /> ** Mr. Griffin made a motion to budget and publish $1 <br /> million for the use of land taking and add $200 , 000 for <br /> the legal , appraisal and other expenses to the <br /> construction costs and agreed not to discuss how we <br /> arrived at that number. Ms. Ahlgren seconded the motion. <br /> Discussion: <br /> Mr. Jones is concerned the construction costs are shared with <br /> State and land costs are not. The Committee agreed that does not <br /> matter when establishing a budget. <br /> Tom asked if we need to survey each parcel? <br /> Mr. Griffin said it was previously discussed if we take an entire <br /> parcel we do not need an individual survey. He will get a <br /> 3 <br />
