• 4 Cost monitoring procedure (working drawing <br /> stage). A consistent and regular monitoring of the <br /> cost status of the project during the entire design <br /> development and working drawings phases, up to <br /> tender is necessary. <br /> J Cost reporting (all stages). Regular status <br /> reports which result from the cost monitoring <br /> activities must be presented to the client and the <br /> architect and must indicate the current estimated <br /> final cost and variances from the cost plan and <br /> budget, together with recommendations for any <br /> corrective action that may be necessary. <br /> The success of the entire process as described <br /> depends upon the skills of the cost controller, the <br /> architect and the project director to work in a <br /> co-operative effort. The process implies a strict <br /> cost discipline, but one that is intended to aid <br /> _ the design effort, not to frustrate it. <br /> Significantly it involves designing to a cost <br /> rather than passively costing a design. <br /> • At the end of the schematic design phase, the <br /> _ design concept will have to be approved for its <br /> function, suitability and cost. Schematic drawings <br /> indicating the specific siting and sizing of the <br /> building will have been prepared, along with <br /> outline descriptions of structural, mechanical and <br /> electrical systems, load information, etc. At this <br /> point the project cost plan is prepared with costs <br /> assigned to each building element all adding up to <br /> the construction cost limit. This is the key <br /> document for ongoing control in the working drawing <br /> stage which follows. <br /> The project should be thoroughly reviewed by all <br /> parties at this stage since any necessary changes <br /> can be incorporated more easily now than when the <br /> project is in the working drawing stage. <br /> • <br /> 12 <br />
