MASHPEE HIGH SCHOOL BUILDING COMMITTEE
Tuesday, March 14, 1995
Page 3
Paul called for a vote on the motion to approve the expenditure for Symmes Maini
& McKee of$4,700 for the additional traffic work. The Committee voted in favor of
this motion, 5 in favor to 2 against.
• Selectman Costa address to Committee: George stated he was asked to explain to the
Committee regarding Article 34 that is coming up. He stated that previously he was asked
to move the wildlife refuge in order to build the school at that location, which was done, and
stating that the refuge's new location was to be determined at that time. Article 34 proposes
the new location for this refuge. He referred to the buffer zone strip along the river and
along the power lines and indicated on a map the area that was being proposed. Merry Sue
wanted to review the area to insure that it would not conflict with an area targeted by the
landscape architect. George stated that even if the Selectmen vote their approval of Article
34, the would put restrictions in that the school may need some drainage underneath the
power lines and that the Selectmen would put all of that in there to make sure that whatever
was needed easements, etc. were included. George distributed a copy of the article while
Bob displayed the proposed area on the map. The restriction was outlined on the map
indicating that it varied from 500 to 350 feet and allowed for the playing fields. George
stated that he just wanted to make the Committee aware of this article so that they could
insure that the Selectmen were aware of any restrictions that the Committee might want to
include at the Town Meeting. Ed Frenette said that it looks fine and does not cause them
any problems because it does not interfere with any of their current plans. However,
because it is a fairly important issue, Ed wanted to make sure that all of the significant
members of the team review it. George agreed and stated that they were already aware of
a drainage easement that would have to be included for the school and insured the
Committee that they would look at everything. Peter asked George if the Committee could
approve of it subject to the review of the architectural team. Paul stated that George just
wanted to make the Committee aware and answer any questions, and stated that they were
in favor of it because it does meet our current goals. Bill asked that Dan look at it as well.
Paul asked that they turn it over to Dan and have him incorporate it into the plan. George
stated that if Dan needed a more detailed map or has any questions, he can see Tom and
he will supply him with anything he needs. George requested an answer before the Town
Meeting comes up.
• "Off-Site" Improvements: Greg Taylor stated he was asked to look at SMMA/P & W's
proposal for "Off-Site Improvements' by VHP of $19,700 to do some engineering work to
the tie-in with Old Barnstable Road. He stated he reviewed this and the requests on the
EIR, at stated that at this point in time it does not make sense to move ahead with the
$19,700 with the way it was done. He stated that in the discussion of what was going to be
done in the interim, they were talking about crossing guards until they were further along for
the 180 days that the school was open and that they wanted to handle the situation without
a traffic signal at that location. They have put a request in which has been approved by the
Cape Cod Joint Transportation Council to include that intersection in Federal funding for FY
96 which starts in October, 1995. He stated that in order to be eligible for the funds, we
would put it in and would be covered at the high estimate of $400,000 for the construction.
In order to be eligible for those funds, they would have to have the engineering work done.
He stated that earlier the Committee was told that VHP ballpark idea of the construction of
the intersection was $400,000 and the design was $40,000. He spoke with the Senior
Engineer who prepared the estimate of the previous work, and he stated that the $40,000
would be more like $25,000 to design the whole intersection with the connection into the
high school. Greg's suggestion to the Committee is to move ahead with that portion of the
work and not phase the engineering but phase the construction and only do the left hand '
turn lane and what we need on Old Barnstable Road at this time and let the intersection
