he Committee would have made drastic changes if they knew of this. The
ommittee is being asked to make more cuts and they shouldn ' t have to.
d said they are trying to find a building the town can afford .
aul said Chartwell kept saying they did not agree with the numbers (from
he estimate) . The Committee went ahead based on the numbers being
redible.
d asked if it isn 't academic as to when you make the cuts?
aul said no. At the last estimate they could have said the design doesn ' t
ork . At that point we were not even within target of the budget.
hartwell was right on line . He does not think the Committee should make
nymore cut . SMMA should figure something out. He does not want to make
nymore cuts .
d said they are trying to find a building the Committee can afford . What
ould they like to give up, in the design , to achieve the cost savings?
ven with those proposed cuts you are getting a good building .
aul said a block building with limited finishes , that is a good deal ?
MMA told us the design was not too expensive . We were sandbagged . He is
of convinced this estimate is a good one. Even if the Committee accepted
he cuts it may not be in line with the budget.
eter said 1 year ago, at the Charrette , a basic difference of opinion
eveloped between SMMA and Ian about the layout of the building . Ian said
t would be more expensive to go this route. SMMA felt it was premature to
ake that comment. He, as Chairman , supported SMMA in that and the
ommittee fell in line . He suspects , if they had gone another route , there
ould not be this extent of problems .
owever, Merry Sue said , she has a big problem with the other style of
uilding- there wouldn ' t be windows in every classroom, would be much less
atural light. We now have a light, airy building , so it has paint instead
f tile. She likes the building the way it is . Everything says prices
re going up. We set this budget a long time ago. She knew today there
ould be more cuts to make.
d feels the Committee made the right decision on the design . It is not a
istake to have natural light in most classroom.
aul said the issue is how good is this estimate. The Committee moved into
he construction document phase based on an estimate that was way off .
oe said the Committee cannot live with this, it is too much .
d said the Committee must tell him how he can assist them. He reminded
hem his first advice to the Committee was the budget was very tight.
oe said the Committee has offered some suggestions to clean up the awkward
hapes, reduce glass area, change roofs. There are design changes that may
ielp the cost.
d does not think the Committee was unanimously in favor of flat roofs.
eter said the biggest problem he has , because there is such a wide
eviation of estimates, if the Committee cuts more, or decides to try to
pend more money on the project , and the it goes out to bid , he does not
ave high confidence that it will fall within the range . He fears all bids
ill be over the estimates . There is no consistency in the estimates .
Ed said that fear is his fear. He will then be obligated to do re-design .
The action they are recommending won 't allow that to happen . He does not
4
