(If necessary,use back of this page to complete summary). <br /> The proposed project involves a planning and feasibility study for the designation ' <br /> of a National Estuarine Sanctuary within the Waquoit Bay areas of Falmouth and <br /> Mashpee. Work will include planning only; a MEPA filing is required because the <br /> site is included in the designated Waquoit Bay Area of Critical Environmental <br /> Concern (ACEC) . An additional MEPA filing will be required prior to any.of any Sanctuary plana. r <br /> The National Estuarine Sanctuary program allows states to acquire, develop or <br /> operate estuaries to be set aside "to serve as natural field laboratories in which <br /> to study and gather data on the natural and human processes occurring within the <br /> estuaries of the coastal zone". Such data will be used in making management decisions <br /> in coastal areas. Multiple uses can take place in the sanctuary as long as the <br /> activities do not detract from research and educational uses. <br /> The planning activities will assess feasibility and major issues and concerns in <br /> such a designation; refine boundary proposals; develop management plans and/or <br /> for re <br /> programs search and education; ( <br /> investigate acquisition techniqueseither <br /> g <br /> in fee or through restrictions) ; and do real estate appraisals. This information <br /> will be used for future public consideration of a potential sanctuary designation. <br /> The area to be initially reviewed generally corresponds to the Waquoit Bay ACEC <br /> and includes Waquoit Bay, South Cape Beach, Washburn Island and the marshlands <br /> around Hamlin, Jehu, Flat and Sage Lot Ponds.
