Article 11 with Ivir Buckingham continues.
If it is 'your intention to stop growth to the needs of this Town, . to pro-
tect quite a large zone of 14a.shpee; where water quality is concerned. I am
not talking that area alone as a prime source. I am talking about any pol -
lution entering into that area. It may in many minds be too much money to
expend. It is just that time of year that you put your money where your
mouth is. It''is a case of meeting what the family wants for it or we will
take our chance.
Mrs Studley: Has the Finance Committee made a recommendation? )
Frederic, Blythe; We recommend the acquistion under the original motion.
Shirley Peters-, I am in favor of taking it; I do not think .anybody takes the
assessed price.
Mr Marsters:
I move that- the Town vote to authorize the Conservation Commission, to
acquire by purchase, with approval of the Board of Selectmen, land
totaling 120.8 acres, more or less, shown on records of the Mashpee Board
of Assessors as map 42, Lot 25; map 43, lot 2; and map 50, lot 26, with
said land to be acquired for conservation purposes pursuant to Chapter 40,
Section 8 C of Massachusetts General Laws; and further that the Town
appropriate the sum of $300,000 for such purpose and that to raise such
appropriation the Conservation Commission is authorized to transfer
the sum of $ 0,000 from the Conservation Fund, authorized by town meeting
pursuant to chapter 40, Section 5 (51) of Massachusetts General Laws,
and treasurer, with approval of the Board of Selectmen, is authorized to
borrow the balance of $x50,000 under and pursuant to Chapter 44, Section 7 (3)
of the Massac'.iusetts General Laws, or any other enabling authority and to
issue bonds or notes therefor; and still further that the Conservation
.:ommi.ssion is authorized, with approval of the Board of Selectmen on behalf
of the Town, to enter into any agreement that it deems appropriate with
the Commonwealthof Massachusetts, pursuant under and to the .provisions of
Chapter 132A, Section 11 of Massachusetts General Laws ,nartial reimbursement
of the costs of acquitition of the above descri'.ied land; and still further,
that the Conservation Commission and Board of Selectmen br authorized to
enter into all agreements and execute any and all i.nstrunents as may be i
necessary on behalf of the Town to effect said purchase; ,nd finally, that
the authorizations and appropriations granted in this nczion be null and
and void if the Conservation Commission's pending application for funds
from the Commonwealth of Massachusetts is rejected. '
is
Motion seconded
Mrs Thomas: I want you to be very careful when you vote on this. This seems to
be the easy way out. This is your water resource. Shortly and abutting this
area are 550 2-bedroom units. , 250-2 family houses. That is going to be an ,.
awful drain on your water supply. In the future,a this purchase is going to
give you some kind of relief. This will give you a place to take a country walk, ; r
or a picnic. And you ought to be thinking about these things. Lets think ahead
and do some planning. i
Mrs Coombs: Is it true you can not build on an Ancient Way ?
Mrs Thomas: That is not necessarily true, Selena.
Moderator Lets keep it moving, ilr Ferguson.
r
