In late February of 1996, the Department of Education DOE notified school superintendents, school committees, mayors and boards of selectmen of preliminary estimates of FY97 net school spending requirements prescribed by the Education Reform Act, Chapter 71 of the Acts of 1993, as amended. These requirements were based on the Governor's proposed allocations of Chapter 70 in his proposed FY97 budget. In many cases, your Cherry Sheet will reflect a level of Chapter 70 aid different from that included in DOE's February notification. This change will result in a revision of net school spending requirements and may result in the need for budgetary revisions by town meetings or city/town councils. DOE plans to mail revised and final net school spending requirements to local officials later this week. The enclosed analysis details statewide changes in total Cherry Sheet receipts, Chapter 70 and Lottery. It also describes some of the issues that municipal and school officials should be aware ' of concerning the FY97 Cherry Sheets.
