A new Subsection 174-25.G.(11) submitted by the Planning Board which would allow <br /> screen printing, embroidery and similar embellishment of T-shirts and other garments in <br /> P commercial and industrial zoning districts by special permit. <br /> , I <br /> 6. An amendment to Subsection 174-25115 submitted by the Planning Board which <br /> would increase the percentage of gross floor area of a manufacturing or assembly j <br /> facility which can be allocated to a factory outlet store from 20% to 40%. <br /> 7. An amendment to Subsection 174-26.A submitted by the Planning Board which would <br /> clarify the phasing requirements of the Growth Management bylaw regarding the <br /> number of building permits which can be issued in any year for a parcel which has had <br /> ); multiple lot division plans recorded since May 11, 1987. The amendment specifies that <br /> the 20% phasing requirement applies to all such plans, but that at least one lot can be <br /> built on for all the land in a parcel that was in common ownership on that date. <br /> 8. An amendment to Section 174-26 submitted by the Planning Board which would <br /> reduce the number of building permits which may be issued annually from 2 1/2 % of <br /> existing building stock (approximarely 200 units in 1999) to 100, excluding permits for <br /> building within Open Space Incentive Development projects, projects legally restricted to <br /> occupancy by persons aged 55 or over, public housing developed by the Mashpee <br /> Housing Authority, up to 100 units of deed-restricted low- or moderate-income housing <br /> as defined by the Mass. Department of Housing and Community Development and <br /> projects that are exempted from this bylaw y provision by the "grandfather" clause <br /> contained in the state Zoning Act. <br /> I ' <br /> 9. An amendment to Section 174-21.1 submitted by the Planning Board which makes <br /> minor changes to a stormwater management bylaw approved at the May Town Meeting <br /> as a petition article. The proposed changes clarify what projects are subject to the <br /> bylaw, make new subdivision roadways subject to its provisions, allow use of dry wells <br /> when there are no feasible alternatives, clarify the required separation between <br /> �U infiltration systems and drinking water wells, clarify that the Building Inspector is the <br /> permitting authority regarding stormwater management for single and two family homes <br /> and simplify the filing requirements under this section for single and two family homes. <br /> 10. An article submitted by the Planning Board which deletes "country club" as a use in i <br /> Section 174-25.B and replaces it with "Golf course subject to the provisions of Section <br /> 174-47.1"and creates a new Section 174-47.1 which establishes minimum standards for <br /> golf course development, including a minimum 50 foot buffer strip along the exterior site <br /> boundary line (which may be reduced or eliminated with the consent of the abutting <br /> land owner), a minimum 200 foot buffer area adjacent to any water body or wetland, <br /> excluding flood zones and actively managed cranberry bogs (which may be reduced by <br /> the Planning Board under certain circumstances), larger buffer areas, fencing and similar <br /> items if required to protect adjacent property owners or natural resources, a minimum <br /> Of 40% of the site left as natural open space (which may be reduced to 35% if deeded <br /> to the Town and a minimum building setback of 200 feet from the exterior boundary of <br /> the site. A country club, including dining, lounge, pro shop, indoor athletic facilities, <br /> tennis courts, swimming pools and other similar facilities normally associated with a golf <br /> course and country club, along with necessary parking areas, signage, maintenance <br /> j <br />
