i <br /> Explanation: This article seeks to authorize an agreement with the Town of Bourne <br /> wherein Bourne will accept our difficult to manage waste which SEMASS cannot accept. <br /> Such items as mattresses, C&D, bulky furniture, street sweepings, etc. will be delivered <br /> to the Bourne facility. The proposed terms are as follows: tipping fee will be $45/ton in <br /> FY '99 and will increase to $47.74/ton in FY '01. The three-year contract may be <br /> extended for another two years if the Town so chooses. The tipping fee at Bourne for <br /> the fourth and fifth years would be $49.17 and $50.65/ton. Bourne has the only DEP <br /> approved lined commercial landfill in the immediate vicinity. <br /> ARTICLE 37 <br /> To ensure that the issuance of building permits for residential development occurs in an <br /> orderly and predictable fashion so that the Town of Mashpee can: 1) guard against <br /> large variations in growth rates which adversely affect the town's environmental <br /> resources, economy and land values; 2) have time to plan effectively by studying the <br /> effects of residential growth on the town's character, natural resources and natural <br /> environment. <br /> § 174-26 Growth Management: <br /> A. Development Phasing. <br /> Within an ear, building v <br /> Y Y g permits may be issued for new dwellings on no more than <br /> 15% (fifteen percent) of the lots in any subdivision approved by the Mashpee <br /> Planning Board under the Massachusetts Subdivision Control Law (the most recent <br /> such plan applicable to the lot shall apply), or 15% (fifteen percent), but at least one <br /> (1) of the lots shown on a plan of land not requiring subdivision approval recorded <br /> after May 11, 1987, or 15% (fifteen percent) of the approved dwelling units in any <br /> other type of residential or mixed-use development under a special permit. In the <br /> case of fractional numbers greater than 1/2 (one-half), the number of permits issued <br /> may be rounded upward. <br /> B. Building Permit Limits. 3- <br /> I. Notwithstanding the provisions of subsection A, within any year the number of <br /> new dwelling units for which building permits may be issued shall not exceed <br /> 60 (sixty), plus any uncompleted dwelling units for which building permits have <br /> been issued and have not expired by, December 31 of the previous year. <br /> Submitted by Petition <br /> ARTICLE 38 <br /> To help fund a much needed sewerage treatment facility for development that has <br /> occurred, in particular, proximal to the Mashpee Rotary.
