Article 24 <br /> To see if the Town will vote to appropriate $850,000 for unanticipated costs related to the <br /> acquisition of land for the new Mashpee High School, including appraisals and other <br /> costs incidental or related thereto, and to determine whether to raise said supplemental <br /> appropriation by borrowing, transferring available funds or otherwise, or take any other <br /> action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This article proposes to appropriate $850,000 to pay for unanticipated land <br /> acquisition costs for the Mashpee High School complex. The original appropriation for <br /> project land acquisition costs was based upon appraisals of the various parcels of land <br /> comprising the Mashpee High School tract prepared in 1994, prior to the actual eminent <br /> domain taking of the subject parcels. Subsequent to the land takings, four legal actions <br /> were commenced in Barnstable Superior Court seeking assessment of further damages <br /> with respect to said land takings. The proposed supplemental appropriation will be <br /> utilized to effect a settlement of the last two pending land damage cases, which are <br /> scheduled for trial in July 2000. The principal and interest payments for the <br /> supplemental appropriation will be excluded from the calculation of the Town's levy <br /> limit in the same manner as other Mashpee High School capital costs pursuant to the debt <br /> exclusion referendum passed by the Town for this project in 1993. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Blythe. <br /> Motion: I move the Town hereby appropriate the sum of $850,000 to pay additional <br /> costs related to the acquisition of land for the new Mashpee High School, including <br /> appraisals and other costs incidental or related thereto, and that to meet this <br /> appropriation, the Treasurer, with the approval of the Selectmen, is hereby authorized to <br /> borrow said amount under and pursuant to Chapter 44, Section 7(3) of the General Laws, <br /> Chapter 645 of the Massachusetts Acts of 1948, as amended, or any other enabling <br /> authority, and to issue bonds or notes of the Town therefor. <br /> Motion passes 146-14 at 8:40 p.m. <br /> ru est <br /> 0f hpee, <br />
