Explanation: This article has been submitted at the request of the Mashpee Water District to <br /> create a new Groundwater Protection District to protect the "Zone II" recharge area of the <br /> District's new"Mashpee Village"well. <br /> Planning Board voted at a Public Hearing held on April 18, 2001, 4-0 for approval. <br /> Motion made by George Green. <br /> Motion: I move Article 29 be voted as printed in the warrant, with the exception of the phrase, <br /> "or take any other action relating thereto". <br /> Motion made to dispense with reading of article. <br /> Motion to dispense with reading of article passes at 10:05 p.m. <br /> Motion made to amend to indefinitely postpone at 10:15 p.m. <br /> Motion to indefinitely postpone defeated at 10:17 p.m. <br /> Motion is defeated 127-76 at 10:22 p.m. <br /> Article 30 <br /> To see if the Town will vote to authorize the Selectmen to acquire, by purchase or otherwise, for ' <br /> conservation and passive recreation purposes, all or a portion of those parcels of land identified <br /> on the FY2000 Mashpee Assessors' Maps as Map 73, Blocks 7 and 11, consisting of 17.89 acres, <br /> more or less, located along the Quashnet River north and south of Route 151 and shown on a <br /> "Plan of Land in Mashpee, Mass. surveyed for Marion H. Collins, Carleton H. Collins & Erdine <br /> C. Henriksen", dated June 17, 1972, by John O. Henriksen, RLS, to be held in the care and <br /> custody of the Conservation Commission pursuant to Mass. General Laws Chapter 40, Section <br /> 8C; and further, to see if the Town will vote to appropriate and transfer from the Land Bank Fund <br /> established by the Town under the provisions of Chapter 293 of the Acts of 1998 (An Act <br /> Relative to the Establishment of the Cape Cod Open Space Land Acquisition Program), or <br /> borrow, $70,000 for such purpose, including expenses incidental and related thereto, and that the <br /> Treasurer, with the approval of the Selectmen, be authorized to borrow $70,000 or any other sum <br /> under and pursuant to Chapter 44, Sections 7 and 8C and, if applicable, Chapter 40, Section 8C <br /> of the Mass. General laws, or any other enabling authority, and to issue bonds or notes of the <br /> Town therefor; with said borrowing to be repaid with funds from the Land Bank Fund <br /> established by the Town under the provisions of Chapter 293 of the Acts of 1998; and further, to <br /> see if the Town will vote to raise and appropriate or transfer from available funds $500 to the <br /> Issuance of Debt Account; and further, to see if the Town will authorize the Board of Selectmen <br /> and/or Conservation Commission to apply for and accept Federal, State and/or County grants, <br /> including reimbursement under Chapter 132A, Section 11 of the Mass. General Laws, the "Self- <br /> Help Act", to be applied by the Town toward the financing of this purchase, and to enter into <br /> contracts or agreements with Federal, State and/or County agencies,private conservation trusts or j <br /> other entities or persons in connection with the acquisition of all or a portion of such land and its <br /> preservation for conservation and passive recreation purposes, including enforcement of <br /> i <br /> May 2001 Annual Town Meeting 31 <br />
