<br /> To the Constables of the Town,
<br /> In the name of the Commonwealth of Massachusetts,you are hereby directed to notify
<br /> and summon the inhabitants of the Town of Mashpee who are qualified to vote in the
<br /> elections to meet at the Quashnet School on Monday,the 2nd day of June,2003 at
<br /> 7:30 p.m.for the following purposes:
<br /> To act on the articles contained in the following Warrant.
<br /> Article 1
<br /> To see if the Town will vote to pay,in addition to the payment of fifty per cent of a premium for.
<br /> contributory group life,hospital,surgical,medical,dental and other health insurance for
<br /> employees retired from the service of the Town,and their dependents,a subsidiary or
<br /> additional rate,pursuant to the provisions of G.L.c.3213,§9E,or take any other action relating
<br /> thereto.
<br /> Submitted by the Board of Selectmen
<br /> Explanation: This article if adopted would allow the municipality the ability to pay greater
<br /> than 50%of the cost of health insurance for retirees.
<br /> Recommendation: Finance Committee to make recommendation at Town Meeting.
<br /> Article 2
<br /> To see if the Town will vote to pay one half of the premium costs payable by the surviving
<br /> spouse of an employee or retired employee for group general or blanket hospital,surgical,
<br /> medical,dental or other health Insurance,pursuant to G.L.c.32B,§9D,or take any other action
<br /> relating thereto.
<br /> Submitted by the Board of Selectmen
<br /> Explanation: This article would allow the Town to pay 50%of retired surviving spouses
<br /> benefits for group medical insurance.
<br /> Recommendation: Finance Committee to make recommendation at Town Meeting.
<br /> Article 3
<br /> To see if the Town will vote to pay,in addition to the payment of fifty per cent of premium
<br /> costs payable by the surviving spouse of an employee or retired employee for group general or
<br /> blanket hospital,surgical,medical and other health Insurance voted under Article 1 of the June
<br /> 2,2003 Special Town Meeting,an additional or subsidiary rate pursuant to the provisions of
<br /> G.L.c.3213,§9D'/2,or take any other action relating thereto.

<br /> Explanation:This article would allow payment greater than 50%to be paid by the Town
<br /> for surviving spouse's medical benefits.
<br /> Article 4
<br /> To see if the Town will vote to instruct Its representative In the General Court to file a home
<br /> rule petition for a special act entitled,"An Act Confirming and Ratifying Prior Payments by the
<br /> Town of Mashpee of Health Insurance Premiums for Town Retirees and Surviving Spouses of
<br /> Town Employees and Retirees,"to read as follows:
<br /> SECTION 1. Notwithstanding any general or special law to the contrary,payments of 75%of
<br /> the health insurance premiums for town retirees and surviving spouses of town employees and
<br /> retirees that have been made by the Town of Mashpee are hereby confirmed and ratified.
<br /> SECTION 2. This act shall take effect upon its passage.
<br /> The General Court may only make clerical or editorial changes of form to the bill,unless the
<br /> Board of Selectmen approves amendments to the bill before enactment by the General Court.
<br /> The Board of Selectmen is hereby authorized to approve amendments,which shall be within the
<br /> scope of the general public objectives of this petition;or take any other action relating thereto.

<br /> Explanation:This legislation would accept prior payments made by the Town at 75%for
<br /> the health insurance premiums for Town retirees and surviving spouses,which was never
<br /> voted by Town Meeting or ballot vote.
<br /> Recommendation: Finance Committee to make recommendation at Town Meeting.
<br /> Article 5
<br /> To see if the Town will vote to appropriate and transfer$40,000 from the Land Bank
<br /> Reserved Account to the Land Bank Legal/Engineering/Surveying Account,or take any
<br /> other action relating thereto.
<br /> Submitted by the Board of Selectmen
<br /> Explanation: These funds will be used for legal and engineering costs associated with the
<br /> acquisition of new land bank properties.
<br /> Recommendation: Finance Committee to make recommendation at Town Meeting.
<br /> And you are hereby directed to serve this Warrant by posting up attested copies thereof,one at
<br /> the Town Hall,one at the Post Office,and one each on the bulletin boards,thirty days at least
<br /> before said meeting.
<br /> Hereof fail not and make return of this Warrant with your doings thereon to the Town Clerk at
<br /> the time and place of said meeting.
