The town has no record of <br /> receiving any other form of notice, other than the filed copy of <br /> the "Petition on Appeal <br /> The plaintiff places great reliance on a hearsay portion of <br /> an affidavit filed by his counsel, in paragraph 7 thereof , to <br /> the effect that the counsel received information from the <br /> Postmaster in the town that in May of 1974 all mail addressed to <br /> 4 - <br />
