I rendered that opinion to you on <br /> November 2 , ' 1984 based upon the information and factual <br /> data then available to me . <br /> The opinion was intended to be advisory and was based <br /> upon my judgment and interpretation of the town by-laws. <br /> This advice , as is true of any advice from an attorney <br /> to his client is intended for guidance. The Board of <br /> Appeals is under no obligation to accept the advice and <br /> may reject the same if it feels that the advisory opinion <br /> is not accurate or otherwise not based upon a factual/) <br /> accurate . basis . <br /> An- advisory opinion of town counsel is not to be viewed <br /> as a substitution for the independant exercise of judgment <br /> I of the Board of Appeals in deciding upon issues of law <br /> presented for adjudication.
