Board of Appeals Minutes - February 14, 1990 Page 3.
• Mr. Makunas asked if anyone in the audience represented the Planning
Board and Mr. Anthony Ferragamo, Chairman of the Planning Board, addressed
the members of the Board.
•
•
Mr. Ferragamo: "I would like to give a brief explanation and also answer
any questions the Board of Appeals might have regarding
the application. I think that, contrary to some correspondence
you may have in your file tonight from the Town Planner, the
viewpoint of the Planning Board may not have been accurately
represented in the correspondence you have. It is the
Planning Board's opinion....
Mr. Makunas: Does the Assistant Town Planner represent the Planning Board?
Mr. Hanrahan: For the benefit of the people here can I read this?
Mr. Makunas: The thing is that we received a letter stating that the
Planning Board opposes the request for a Variance for lot
sizes and proceeds to explain that it was previously denied
and, therefore, the lot sizes don't actually exist.
The Planning Board doesn't believe thaf we have the authority
to grant a Variance. It is signed by the Assistant Town
Planner for the Planning Board. Does the Assistant Town
Planner normally represent the Planning Board?
Mr. Ferragamo: The Assistant Town Planner was requested to summarize the
Planning Board's thoughtsand correspond to the ZBA but it
doesn't sound like they have been summarized accurately
and that is one of the reasons I am here this evening.
Mr. Halpern: You could say that this is not representative of what you
said at the Planning Board?
Mr. Ferragamo: It is not the whole picture.
Mr. Halpern: O.K. so we can file this upside down someplace.
Mr. Makunas: You have two departments here. One is the Planning Board
and the other is the Town Planner. One is an elected Board
and one is an employee of the Town and I cannot see where
one should be representing the other at all.
Mr. Ferragamo: Well, by job definition, the Assistant Town Planner was hired
to assist the Planning Board. That is his principal job
function.
Mr. Makunas: As an advisor?
