BOARD OF APPEALS Minutes - May 24, 1989 Page 3. <br />Mary Burtis explained that there is parking for 30 cars across the <br />front of the building. She said that out of the storage system of 80 <br />boats they are planning on less than 20% of them being in and out. <br />She said a storage boat is not a used boat and they did not expect an <br />increase in vehicle traffic. <br />Mr. Hanrahan asked if the lot coverage had been increased and <br />Mr. Burris replied that the lot coverage was decreased from the <br />square footage of the cottages which have been removed. <br />Ms. Perry questioned the plans and Mr. Boyd said that the old <br />plans were for reference only in locating the sites of the old <br />cottages. <br />Mr. Burris said construction began this year and he received <br />a stop work order from the Building Inspector. He had originally <br />planned on two buildings and this had been changed to one. He <br />presented the plans to the Board. <br />Mr. Hanrahan asked if the Design Review Committee had approved <br />the plans and. explained that Mr. Burris would have to go to Design <br />Review if a permit is issued. <br />Mr. Halpern asked if Mr. Burtis had information on the percentage <br />of rack storage which would be used during the week and on weekends. <br />• Mr. Burtis estimated that 75% would be storage boats and expected 7 boats <br />might be in and out on weekends and 1 or 2 during the week. He said <br />they had researched several other boatyards with rack storage systems <br />to determine usage. <br />Mary Burris commented that she had checked with the Pier 37 yard <br />in Falmouth which has storage for 300 boats. They average 20 boats in <br />and out on weekends. <br />Mr. Halpern asked if it was customary to have such low boat usage <br />with rack storage. Cobb Burris replied that the rack storage customers <br />want their boats secure and do not want them on moorings. <br />Mr. Hanrahan stated that the file contained two letters from <br />neighbors in opposition to the Petition and a letter from the <br />Conservation Commission stating they had no objections. Ms. Perry presented <br />a petition in opposition to the permit signed by neighbors. <br />Ms. Perry asked if Mr. Boyd would explain why a stop work order <br />was issued, why the structure was there and why there was not a hearing <br />before the building was built. <br />Mr. Boyd responded that he considered the use was less intense than <br />the original plan. <br />Richard Furlani, 35 Riverside Road, asked why abutters had not been <br />notified by registered mail before the building was permitted to be built. <br />
