It is the responsibility <br /> Il of the Planning Board to evaluate the applicant 's proposal <br /> as follows; <br /> 9. 371 Does not substantially derogate from the intent of the <br /> zoning by-law; <br /> 9. 372 The proposed use of the land shall not be substantially <br /> detrimental to adjoining property; <br /> 9. 373 The proposed development shall be superior to a conven- <br /> tional plan in preserving open space for conservation or <br /> recreation, utilizing natural features of the land, and <br /> allowing more efficient ?provision for public services. <br /> 9. 374 The developer shall present the following to the <br /> Planning Board at the time of the Pre-Application Conference. <br /> 9 . 3741 A topographic plan of the entire site showing <br /> five (5) foot contour intervals and outlining existing <br /> structures- and general vegetative cover masses; <br /> 9 , 3742 Sketch plan of the proposed development show- <br /> ing the following location and dispersement of all <br /> structures within the parcel; <br /> 9. 3743 Vehicular and pedestrian circulation patterns, <br /> roadways , and parking area locations; <br /> 9, 3744 Open space including the locations of intended <br /> recreation facilities; <br /> 9. 3745 pertinent vegetation, soil and water condition; <br /> 9. 3746 Proposed utility systems; <br /> 9. 3747 Generalized architectural plans including <br /> floor plans . <br /> 9. 3748 Septic and well locations for each unit served, <br /> generalized landscape plan including treatment of a <br /> typical structure, entrance ways and major signs. <br /> 9. 3749 In addition, a site visit to be conducted by <br /> applicant with representation from the Planning Board <br /> and Board of Appeals, may be required, if so deter- <br /> mined by either Board. A water quantity and quality <br /> test every two acres . <br /> 9. 375 For the Pre-Application Conference, the applicant <br /> shall file seven (7) copies of the above cited material. <br /> The applicant shall deliver these materials to the Planning <br /> Board, the Assessors, the Superintendent of Streets, the <br /> Board of Health, the Board of Appeals, the consulting engi- <br /> neer to the Planning Board, and the Conservation Commission. <br /> The applicant shall obtain and present proof of such deliv- <br /> eries (receipts) to the Planning Board. Each of these Town <br /> Organizations shall submit written comments to the Planning <br /> Board within thirty (30) days of the delivery of materials. <br /> The Planning Board shall respond to the applicant within <br /> Ik <br /> -28- <br /> j <br />
