He shall keep the Board of Selectmen fully informed as to the fiscal condition and needs of the town , and shall make such recommendations to the Board of Selectmen and to other elected town officers and multiple member bodies as he may deem to be j necessary and desirable . (h) He shall have general jurisdiction over the rental and use of all town property and facilities not specifically assigned to some town agency. He shall be responsible to assure that all town property and facilities not specifically assigned to some other town agency are properly maintained and repaired. { i ) He shall be responsible for the negotiation of all contracts with town emkployees over wages, hours, and other terms and conditions of employment , except as otherwise provided by law. These proposed contracts shall be subject to approval and execution by the Board of Selectmen . (j ) He may authorize any subordinate officer or employee of the town to exercise any power or duty which he is authorized to perform, j provided, however , that all such acts which are performed under any such delegation shall be deemed to be his acts. fk) He shall perform such other duties as. may be required of him by by-law, or by other town meeting vote, by vote of the Board of Selectmen , or otherwise . Section 2. 15.5 Acting Executive Secretary i (a) Temporary Absence - The Executive Secretary may, by letter filed with she Board of Selectmen and a copy filed with the Town Clerk , designate some qualified town officer or town employee to exercise the powers and to perform the duties of his office during his temporary absense . During the temporary absence of the executive secretary the Board of Selectmen may not revoke such temporary designation until at least ten working days have elapsed, whereupon it maY designate some other qualified town officer or employee to serve as temporary executive �f i -28-
