He shall keep the Board of Selectmen fully <br /> informed as to the fiscal condition and <br /> needs of the town , and shall make such <br /> recommendations to the Board of Selectmen <br /> and to other elected town officers and <br /> multiple member bodies as he may deem to be <br /> j necessary and desirable . <br /> (h) He shall have general jurisdiction over the <br /> rental and use of all town property and <br /> facilities not specifically assigned to <br /> some town agency. He shall be responsible <br /> to assure that all town property and <br /> facilities not specifically assigned to <br /> some other town agency are properly <br /> maintained and repaired. <br /> { i ) He shall be responsible for the negotiation <br /> of all contracts with town emkployees over <br /> wages, hours, and other terms and <br /> conditions of employment , except as <br /> otherwise provided by law. These proposed <br /> contracts shall be subject to approval and <br /> execution by the Board of Selectmen . <br /> (j ) He may authorize any subordinate officer or <br /> employee of the town to exercise any power <br /> or duty which he is authorized to perform, <br /> j provided, however , that all such acts which <br /> are performed under any such delegation <br /> shall be deemed to be his acts. <br /> fk) He shall perform such other duties as. may <br /> be required of him by by-law, or by other <br /> town meeting vote, by vote of the Board of <br /> Selectmen , or otherwise . <br /> Section 2. 15.5 Acting Executive Secretary <br /> i (a) Temporary Absence <br /> - The Executive Secretary may, by letter <br /> filed with she Board of Selectmen and a <br /> copy filed with the Town Clerk , designate <br /> some qualified town officer or town <br /> employee to exercise the powers and to <br /> perform the duties of his office during his <br /> temporary absense . During the temporary <br /> absence of the executive secretary the <br /> Board of Selectmen may not revoke such <br /> temporary designation until at least ten <br /> working days have elapsed, whereupon it maY <br /> designate some other qualified town officer <br /> or employee to serve as temporary executive <br /> �f <br /> i <br /> -28- <br />
