Any owner of property abutting town <br /> highways shall , before beginning any <br /> construction , make written application to <br /> the Director of Public Works on a form <br /> approved by him. <br /> b. Any owner of abutting property desiring <br /> to gain access to a town highway shall do <br /> so only a strict accordance with the pro- <br /> visions of a permit issued by the Director. <br /> C . The following requirements are <br /> applicable to all commercial and industrial <br /> establishments, service areas and private <br /> residences having access to and/or through <br /> the right-of-way of a town highway, i nsofar <br /> as the requirements for drainage , geometric <br /> desig, signing, type and quality of <br /> workmanship , material used, and the work <br /> performed in the areas providing ingress <br /> to said property are concerned. <br /> d. The owner of any commercial and/or <br /> industrial establishment , service areas <br /> and private residents abutting a town <br /> highway or right of way who desire to gain <br /> access to a town highway or right of way <br /> shall do so only after written permit <br /> has been issued by the Director of Pubic <br /> Works. The Director of Public Works shall <br /> examine the proposed access with reference <br /> 9 to drainage , design , type and quality of <br /> workmanship , material to be used and the <br /> work to be performed in the area providing <br /> ingress and egress to and from the town <br /> highway or right of way so as to provide <br /> maximum protection to the public through <br /> the orderly control of traffic moving <br /> onto and from the town highway and to <br /> provide a uniform practice in the <br /> design and construction of entrances and <br /> exits and to provide necessary drainage . <br /> ill (Article 4. 10 amended at Annual Town <br /> i <br /> Meeting May 7, 1984 and approved by <br /> Attorney General September 17, 1984. ) <br /> I <br /> Section 4. 10 .5 Temporary Repairs of Private Ways. <br />. i <br /> a.
