contractural obligations , specific <br /> appropriations- shall have a normal life of <br /> three (3) yearsfrom the commencement of <br /> the fiscal year in which it was approved. <br /> At the end of the th i rd f i scat year• , any <br /> funds remaining in that appropriation shall <br /> revert to the general fund.
