No sign or advertising device ' in such Districts shall be of neon or illuminated tube type. Lighting of any sign or advertising device shall be continuous (not intermittent nor flashing nor Chang- ing) and shall be so placed or hooded as to prevent direct light from shining onto any street or adjacent property.
