Assemble for the purpose of engaging in any fraudulent schemes, devices, artifices or tricks to obtain any monies or things of value in any place or places from any person or persons; All pronouns used herein shall be construed in the masculine, feminine or neuter genders, and the term "person" shall be construed in the singular or plural and shall include real persons, associations or corporations. Section 4.5.3.3 Exemptions This by-law shall not be construed to suppress the right to lawful assembly, picketing, public speaking or other lawful means of expressing public opinion not in contravention of other laws or by-laws nor to infringe upon the right of any law enforcement officer engaged in the performance of his duties. Any such violation shall constitute a separate offense on each successive occurrence .
