On <br /> any land subject to tidal action , coastal <br /> storm, flowage , or flooding, the <br /> Conservation Commission shall have <br /> discretionary authority to grant an , <br /> exception to the operation of this by-law <br /> to any property owners wh_ can establish � . <br /> hardship and who can demonstrate that no <br /> substantial harm will occur to the subject <br /> land because of the proposed usage of <br /> motorized vehicles. Any exception <br /> granted by the Conservation Commission <br /> shall be limited to such terms and <br /> conditions of usage as is determined by <br /> said Commission as necessary to preserve <br /> the land and the bordering waters .
