non-conforming use may be allowed only as a special exception by <br /> the Board of Appeals. <br /> Absence of any designation on the table in Section 6.3 means that <br /> the use listed is not permitted. <br /> 6.2.1 Where a use is denoted in Section 6:3 by the letters "PR", it <br /> shall be subject to a Plan Review as follows or, at the choice <br /> of the applicant, it shall otherwise require a Special Permit <br /> subject to the procedures of Subsection 6.2.2. <br /> (a) The applicant shall submit a request for a Plan Review <br /> to the Building Inspector on an application form determined <br /> by the Building Inspector, along with sufficient plans and <br /> documentation to fully describe the proposed use and/or <br /> structure and its site. A minimum of seven (7) copies of <br /> such plans and documentation shall be submitted, along with <br /> any fees which may be established by the Board of Appeals <br /> for such Plan Review. The applicant shall also transmit by <br /> registered mail a notice of said application to any abutters <br /> (as they appear on the most recent applicable tax assess- <br /> ment list) within 300 feet of that portion of the structure <br /> or site which is the subject of the Plan Review. <br /> (b) The Building Inspector shall forthwith transmit copies of <br /> such application, plans and documentation to the Health <br /> Agent, Town Planner, Conservation Officer, Fire Chief, <br /> Police Chief and Director of Public Works and shall secure <br /> a receipt from each indicating the date on which said items <br /> were received. <br /> (c) Within fourteen (14) days of receiving such applications, <br /> plans and documentation from the Building Inspector, the <br /> Health Agent, Town Planner, Conservation Officer, Fire <br /> Chief, Police Chief and Director of Public Works, or their <br /> j appointee, shall review said plans to determine whether they <br /> are consistent with applicable State and Town regulations, <br /> by-laws and plans and will not adversely affect public <br /> health or safety, will not significantly decrease surface or <br /> ground water quality or air quality, will not have a <br /> significant adverse impact on wildlife habitat, estuarine <br /> systems, traffic flow, traffic safety, waterways, fisheries, <br /> public lands or neighboring properties and will not destroy <br /> or disrupt any species listed as rare, endangered or threat- <br /> ened by the Massachusetts Natural Heritage Program or any <br /> known historic or archaeologic site. A determination shall <br /> be made by each of the above officers regarding those items <br /> related to their field of expertise and they shall submit a <br /> recommendation based on those items to the Building Inspect- <br /> or that the application may be approved, that the applica- <br /> tion may be approved subject to certain specified conditions <br /> 6 - 2 <br />
