C involving a special permit a site plan showing location of buildings , drainage , and utilities shall be submitted in duplicate and Board of Appeals shall submit one ( 1 ) copy to the Planning Board for its review and comments . The Planning Board shall submit a written report to the Board of Appeals within thirty ( 30 ) days of the receipt of said site plan . Where the decision of the Board of Appeals differs from the recommendations of the Planning Board the reasons therefor shall be clearly stated in writing . 6 . 2 . 1 Any Special Permit granted by the Board of Appeals shall be issued only following a public hearing which shall be held within 65 days after the filing of an application therefore with the Town Clerk , a copy of which shall forthwith be given to the Board of Appeals by the applicant . 6.2 .2 Any special permit hereinafter granted by the Board of Appeals shall lapse within two years from the grant thereof , including such time required to pursue or await the determination of any appeal , if a substantial use thereof has not sooner commenced except for good cause , or in the case of a permit for E construction , if construction has not begun by such date except for good cause . 6 .2 . 3 Any use , whether or not on the same parcel as activities permitted as a matter of right , accessory r {' , to activities permitted as a matter of right , which `; ' ! activities are necessary in connection with scientific research or scientific development or related production , may be permitted upon the issuance of a special permit provided the Board of Appeals finds that the proposed accessory use does not substantially derogate from the public Y3a ` good . 6. 3 Land Use Regulations : See following pages . , A f 1 1� f 4 z, 6 - 2
