Defendant, Manuel Costa, is Chairman of the Town' s <br /> Zoning Board of Appeal ("Board") and resides at 31 South <br /> Sandwich Road in the Town. <br /> 3. Defendant, Michael Makunis, is a member of the <br /> Board and resides at 51 James Circle, John' s Pond in the Town. <br />
