At the meeting of the Board of Appeals on May 24, 1989 Mr. Makunas motioned to deny the petition without prejudice due to the lack of proper access for the Fire Department. Ms. Hawver seconded. They determined that the permit granting authority may evaluate the adequacy of access roads leading into a subdivision and reject the plan if access is found to be unsatisfactory due to public safety factors. They were of the opinion that Goodspeed Meetinghouse Road does not provide adequate access for fire, police, Town of Mashpee rescue and emergency vehicles. They found that desirable PUBLIC relief could not be granted without substantial detriment �1 HEARING to the public good and without nullifying or substantially NOTICE derogating from the intent or purpose of the Zoning By-law. �:;..
