The Applicant explained in general how it intended to fulfill its requirements , and demonstrated its need for a site where television and satellite signals are received and transmitted or distributed to customers throughout the Town of Mashpee. The Applicant showed a plan of the "Head End Site" , which is the technical center where signals are received and retransmitted or distributed. Said plan showed the location of the required tower and satellite dishes, as well as the building which serves as the technical center for the site. The Applicant had present its technical support staff, including Steven L. Habeeb of Gale Associates , Inc . , and David Bitondo . It appears that Applicant submitted its plans to the Design Review Committee for review and that the plans presented to the Board of Appeals are the result of modifications requested by the Design Review Committee, which approved the plans presently before the Board of Appeals . After hearing and based on evidence presented, the Board of Appeals determined that the granting of the Special Permit is in harmony with the general purpose and intent of the general purpose and intent of the Mashpee Zoning By-Law and complies with the general and specific provisions thereof .
