Board of Appeals Minutes - June 21, 1989 Page 2. <br />• Little River Boatyard, Inc. (advisement - May 24, 1989 meeting) <br />(Owner of record: William E. Burtis) Requests a Special Permit under <br />Sections 5.1, 6.2 and 6.3 of the Zoning By-laws for permission to <br />change a non -conforming structure in an R-3 zoning district on property <br />located at 15 Riverside Road (Map 119, Block 88) Mashpee, MA. <br />Members sitting: Cheryl Hawver, William Hanrahan and Richard Halpern <br />Mr. Hanrahan reviewed some of the issues involved with this petition. <br />He discussed the proposal to erect a six foot high fence on the <br />northern property line and decrease to four feet on the easterly side. <br />He suggested that before the facade on the Riverside Road property line <br />is constructed the applicant shall present landscape plans to the Design <br />Review Committee for their approval. The plans are to be prepared by <br />a registered landscape architect. If the Design Review Committee and <br />the applicant cannot agree on a design of this facade and the landscaping <br />of the Riverside Road property line then the Board of Appeals will make <br />the final decision. <br />A landscape bond in the amount of $10,000 shall be posted with the <br />Town Treasurer upon approval of the plans. <br />There was discussion of color of the horizontal beams. Mr. Makunas <br />• stated that the color of the beams does not add any safety factor for <br />the fork-lift. Mr. Hanrahan said that if a safety issue is not involved <br />he would recommend a dark color. Mr. Makunas replied that the Design <br />Review Committee would not suggest colors but would give an opinion on <br />color choices presented to it. <br />Mr. Hanrahan said the operation of the fork lift is to.be restricted <br />to the hours of 8 A.M. and 7 P.M. with the exception of emergencies. <br />Mr. Makunas reviewed the outdoor lighting requirements in the By-laws <br />and said all lighting would have to be directed on to the premises. <br />Mrs. Virginia Driscoll, Riverside Road, interrupted the meeting with <br />the statement that the building had no permit. <br />Ms. Hawver explained that this was a closed meeting and was not the <br />forum for discussion. She stated that ample opportunity for comments <br />had been available at the public hearing on May 24, 1989. <br />Mr. Hanrahan moved to grant the Special Permit subject to modifications <br />on fencing, landscaping, bond procurement and review of paint colors. <br />Mr. Halpern seconded. All agreed. <br />
