Mr. <br /> Watt Motioned to approve Article 3 . Mr. Gallo seconded the Motion <br /> and members approved 6-0. <br /> Article 4 (yes) - Water pollution control <br /> Article 5 (yes) - Changing Waterways Committee to Waterways <br /> Commission <br /> Article 6 (yes) - Changing Inland and Coastal Waterways to <br /> Waterways Commission <br /> Article 7 (yes) - Transfer of South Cape Beach from the Town to <br /> State side. Mr. Goggin Motioned to approve this article. Mr. <br /> Bacigalupi seconded the Motion and members approved 6-0. Mr. <br /> Bacigalupi added that the State would not give up their side until <br /> they had money to repair the current town beach. <br /> Article 8 (no) - Reclassifying Administrative Assistant to the <br /> Board of Selectmen <br /> Article 9 (yes) - Stabilization <br /> Article 10 (yes) - Transfer the care, custody and control of <br /> Asher's Path to the Board of Health <br /> Article 11 (yes) - Amend Chapter 170 of the Mashpee Code regarding <br /> Waterways, use of. Mr. Goggin Motioned to approve this article. <br /> Mr. Golub seconded the Motion and members approved 6-0. Mr. <br /> Bacigalupi stated that he would call the Harbormaster regarding a <br /> modification needed for minors needing flotation devices, page 13, <br /> Section 170-14. <br /> Article 12 (yes) - Transfer $3 ,000 from Elections Registration to <br /> Town Clerk Expense for an expansion. <br /> Article 13 (pulled from Warrant) <br /> Article 14 (no) - Human service programs. Mr. Bacigalupi Motioned <br /> to withhold their recommendation until further information is <br /> received from the Executive Secretary and to make their <br /> recommendation on Town Meeting Floor. Sid Golub seconded the <br /> Motion and members approved 5-1, Ms. King opposing. Mr. Goggin <br /> Motioned to reconsider Article 14. Ms. King seconded the Motion <br /> and members voted 6-0 to reconsider. The Committee then voted 3 to <br /> 3 . Mr. Goggin, Ms. King and Mr. Golub disapproving and Mr. Watt, <br /> Mr. Gallo and Mr. Bacigalupi in approval of the article. Ms. King <br /> stated that she would speak to Mr. Whritenour in the morning. <br /> Article 15 (yes) - Grant Commonwealth Electric the easement to <br /> maintain underground electrical service to the High School . <br /> Article 16 (no) - Mashpee Wampanoag Indian Museum. Mr. Goggin <br /> Motioned to disapprove this article. Mr. Gallo seconded the Motion <br /> and members disapproved this article 4-2. The feeling of the <br /> Committee is that the best place for these historical items would <br /> be the library or the high school. Mr. Golub felt this should go <br /> through the Capital Committee and he didn't believe any money <br /> should be provided to repair the current building. <br /> Article 17 (Ms. King will review) - Reclassifying library positions <br /> Article 18 (Ms. King will review) - Changing a Circulation <br />
